Quality Evaluation Of The New-type Urbanization In Shaanxi Province

Currently, the process of urbanization is rapidly advanced in our country, but there are questions at how to enhance the urbanization quality and how to support the new-type urbanization development in Midwest. In this paper, analysis the problems emerging from the process of urbanization in our country in the beginning, then take Shaanxi as the research province.Firstly, analysis the new-type urbanization quality connotation of Shaanxi Province, then refer to the existing urbanization quality evaluation indicator system to establish the evaluation indicator system of Shaanxi Province, based on the development characteristics of Shaanxi Province. The evaluation indicator system consists of 18 indicators,including economic development, social development, urban infrastructure, environmental sustainability, coordinated urban and rural development, characteristic city construction.Based on the evaluation indicator system of the new-type urbanization in Shaanxi Province, this paper use principal component analysis method to evaluate the new-type urbanization quality of Shaanxi Province from the year 2008 to 2014, the results show that 18 indicators are all appropriate, and the new-type urbanization quality of Shaanxi Provincel is getting better these years, showing a rising trend and a positive direction;then use improved entropy method to evaluate the new-type urbanization quality of the ten cities in Shaanxi Province from the year 2008 to 2014, setting a standard at the same time mainly reference the indicators value of Xi’an in 2014, the results show the new-type urbanization quality of the ten cities is also getting better in these years, and the score ranks of each city changes in every year, the score rank in 2014 is Xi’an,Tongchuan, Baoji, Yan’an, Xianyang, Yulin, Ankang, Weinan, Shangluo andHanzhong.At last, this paper propose new urbanization quality improvement countermeasure for each city according to the evaluation results, and then propose the new-type urbanization quality improvement recommendations for Shaanxi Province from constructing new industrial system, strengthening urban and rural development planning control, strengthening urban and rural infrastructure construction, coordinating the development of urban and rural areas, promoting the economical use of resource,building beautiful Shaanxi Province.
