As one of the most important resources in the world nowadays, human resources make a great difference to an enterprise, which depends on whether it can be made good use of and well managed. The development of an enterprise is closely connected with the efforts of the entire staff and their everlasting and energetic devotion to the work as well. To achieve the goal, it is necessary for an enterprise to establish a fair and just value evaluation system as well as an objective and just performace evaluation system. Working in such evaluation system, the staff can be inspired and motivated in a reasonable and just way for the value and performace of every labor can be measured correctly and justly. Thus, the study on the performace evaluation and encouragement system related to an enterprise is very significant.This passage is meant to approach the way to improve the performace evaluaton system in A agriculture insurance company, and therefore design an effective evaluation system, based on the reaserch of performace evaluation of the entire staff in A agriculture insurance company. In the first place, this passage introduces the current reserch condition both home and abroad, and then analyses the problems existing in the performace evaluation system in A agriculture insurance company. The performace evaluation system in use in this company cannot clearly classify the positions of the staff. Besides, the standard of the performace evaluation system is not set reasonably. In addition, The encouragement system attached to the performace evaluatuon system still requires improving. Also, using the the ranking system for evaluatuon is too subjective. As to the problems above, concerning the development strategy and demand of the company, suggestions about improve the performace evaluation system have been raised that the staff’s duties should be specific and the standard of the evaluation system should be better set and designed. Besides, it is necessary to establish a system for award and punishment. Also, it is important to step up the training for the staff and develop the culture of an enterprise. Lastly, according to the classification of the staff in the company, this passage puts forward a specific programme for evaluation of different staff as well as an instruction about how to make use of the perforamce evaluation system based on the evaluation of the staff in the A agriculture insurance company.
