Fractal-statistics concepts and issues generate with fractal in the 1970 s, and this theory became widely used among economic issues, such as urban spatial structure. This paper will study the latest urban system structure in Xinjiang with the appropriate statistical method of fractal tools on the perspective of fractal statistics. 2004-2014 decade is a sharp adding formed-city stage in Xinjiang, and eight new cities have been formed by 2014. Therefore, it will contribute to optimization on future Xinjiang urban system structure with the necessary scientific basis. In the first part, the paper describes the significance of the analysis of Xinjiang urban system structure under the background of sharping adding formed cities, summarizes the domestic and foreign research on urban system structure, and then established the study contents, methods and ideas. The second part of this essay determines the definitions of cities and towns of the urban system structure and fractal structure of urban system, and summaries the fractal theory, Center, space of the urban system fractal theory, rank-scale and spatial aggregation theory, for follow-up studies to find theoretical support. The third part of the paper illustrates the constitution of new formed cities and urban system of Xinjiang after 2004. First, this paper summarizes the situations of adding formed cities. Second, the paper generalizes the urban system structure of Xinjiang in 2014. This part lies the foundation for the later empirical analysis. The forth part of the paper conducts the empirical analysis of the rank-size fractal structure of Xinjiang urban system. Remarkable achievements has been paid off in Xinjiang urban system construction in recent years, and the construction speeds up to mature. The lack of mage cities are still a marked phenomenon, however, and thus a lot of constraints on the elevation of population gathering and the benefits of economies of scale. The fifth part of the paper conducts the empirical analysis of spatial association structure of Xinjiang urban system. Each elements of Xinjiang urban system lies on one geographic line, and the level of space radiation is low, but these drawbacks can be improve a bit on the evolution of small town agglomeration in oasis plates. The sixth part of the paper conducts the empirical analysis of spatial cluster structure of Xinjiang urban system. Towns have been quickly formed over the past decade, but the separated layout of the space is still the key factor which restricts the driving effects in the economics of central cities at all levels. The seventh part of the paper makes discussion of the optimization of adding formed cities to Xinjiang urban system structure. The key point of further optimization of the Xinjiang urban system structure is to adopt the necessary policy support to promote upgrading specifications, increasing population and gathering economy on important hub location nodes. Thus the development of oasis urban agglomerations based conditions and the ability of center cities will be enhanced. The eighth part of the paper make a summary of the whole paper, and then draw conclusions: the high degree of Xinjiang urban system has been released; the spatial correlation of Xinjiang urban system has been significantly enhanced; the hierarchical center-city system of Xinjiang urban system will grow further.
