On The Government’s Fiscal Responsibility For The Urban Resident Basic Health Insurance System In China

Urban Resident Basic Health Insurance is an important part of China’s social insurance system. The Urban Resident Basic Health Insurance has made great achievements since the pilot started. However, the government’s financial responsibility by the implement of Urban Resident Basic Health Insurance is still inadequate, such as lack of financial input and financial regulation, which restricted the development process of the Urban Resident Basic Health Insurance. So, studying the government’s fiscal responsibility status of Urban Residents Basic Health Insurance is important to ensure effective implementation, to further ensure the sound development of Urban Resident Basic Health Insurance, to better solve the “impoverishment” problem.First, the paper gives a design framework of the government’s fiscal responsibility in Urban Resident Basic Health Insurance, and then discusses the general situation from financial input, financial allocation, financial supervision and administration of government. According to the analysis, it discusses the problems of the government’s fiscal responsibility in Urban Resident Basic Health Insurance and their origin. We take case study of QuanZhou, and get some suggestions for the development of Urban Resident Basic Health Insurance.
