With the progress of interest rate liberalization speeding up, the financial disintermediation becoming more evident and the challenges from in internet finance becoming more serious, there is an unprecedented pressure of “dual transition on the Chinese banking industry. As a result, to discover new target group of customers becomes the key point during the progress of Chinese banks’ strategic transition. The quantity of“small micro-enterprises” is large. However, as the most active key player of economic activities in China, they are the disadvantaged groups that are easy to be ignored to a great extent due to the characteristics of their own development. As a result of that, the financial demand of the “small micro-enterprises” is always hardly to be satisfied. Based on that,shifting the operating strategy, bringing “small micro-enterprises” into the scope of service object is imperative to the commercial banks under a urgent circumstances. Some commercial banks represented by MS bank have gained a lot of successful explorations and experience, which creates a brand new growth pole of their own development.Based on presenting a large quantity of literature reviews towards small and micro businesses from both domestic and overseas, the research related to small and micro businesses were summarized and generalized in the early this study. Next, the research emphasis and methodology are presented. In the following, utilizing the PEST analysis and SWOT Matrix, a case study of MS Bank Jinan branch was discussed by the author in this study aimed to analyze their strategy towards small and micro businesses in both internal and external environment. This study introduced the guiding ideology, development ideas,strategic target, key tasks and relevant strategic system of evaluation of MS bank Jinan branch’s strategy of the small and micro businesses. Meanwhile, the supporting measures of MS bank Jinan branch’s strategy implementation were presented from several aspects such as HR, finance and accounting, financial resources allocations, risk management, channel building and technological innovation.Then, in order to improve the strategic development of MS bank Jinan branch’s small and micro businesses strategy, numbers of suggestions were provided as to develop relevant aspects like strategic understanding, research project, establishment of professionalism,business model, the intension of service and customer experience. The conclusion of this research was provided in the end of this study, at the same time, prospects and expectations of further research in this academic area was given.
