Research On The Allocation Efficiency Of Rural Financial Resources Under The Background Of Modern Agriculture

Solving the“three rural”issue is a top priority of the Party and the country,the nature of which appears to be changing the mode of agricultural production. The essential settlement of the problem is to deepen reform, promote agricultural modernization, which objectively requires deepening rural financial system reform,improving the rural financial service system, optimizing the allocation of financial resources in rural areas. Providing service for agriculture and rural economic development in China’s financial system as special resources,rural financial resources in China’s economic transformation has been in inefficient configuration state, which resulted in China’s rural simultaneous existence of financial restraint on both of supply-side and demand-side. Therefore, the study of how to judge and optimize the rural financial resource allocation efficiency and increase financial support for agricultural modernization efforts is of great significance to the settlement of the“three rural” issue, the reinforcement of macro-control of agriculture, and the promotion of sustained and coordinated development of the national economy.This study systematically reviewed the current research related issues, analyzed the basic theory of modern agriculture and rural financial resources allocation efficiency in details. From the perspective of resource supply and demand of the rural financial resources allocation the phenomenon existing in the lack of body rural financial resources, impairment and efficiency constraints and other issues were analyzed. Then further into the macro system, agriculture and the rural environment with its own characteristics and other causes, which lead to the current situation. In the empirical analysis part, the efficiency of the past decade’s 30 provinces(municipalities and autonomous regions)were evaluated by DEA,and summarizes their advanced experience, then analyze the detailed status allocation efficiency of rural financial resources throughout the country over the past decade. Finally,informative suggestions including the proposed banking organizations, insurance agencies, government legislation urgently multiparty collaboration were given.
