The livestock industry is one of the pillar industries of Xinxiang. There aretwo thousand breed aquatics farms in Xinxiang by the end of2013. The livestockindustry total value of out-put in Xinxiang is fourteen billion in2013.because of thelivestock industry rapid expansion and more attentions be paid to Animal food safetyby people, The veterinary drugs industry is becoming more and more important whichcan guarantee the development of the livestock industry. The veterinary drugs use isan important process to the livestock industry; it has an important significance inprotecting the healthy development of the livestock industry.In order to get a comprehensive situation of the veterinary drugs use of the breedaquatics farms and the veterinary drugs using supervision in Xinxiang. I organizedsurvey interview activities refer to the breed aquatics farms and the Animal healthsupervision institutions of seven counties belong to Xinxiang in August2013toNovember2013. I communicated with the personnel of the breed aquatics farms andthe Animal health supervision institutions comprehensively, conducted comparativeanalysis from two different angles refer to subjects of the veterinary drugs users andthe supervision subject, find out the industry itself reasons and the governmentsupervision responsibilities which result in the confusion situation in the veterinarydrugs use.During the using process, it doesn’t have a good using practice (GUP) of theveterinary drugs in our country at present. A lot of unreasonable and nonstandardveterinary drugs uses haven’t got an effective governance in breed aquatics farms.The main problems just like: veterinarian’s shortage in breed aquatics farms, poorlevel of comprehensive quality of the veterinary drugs use managers, unreasonablestructure of the age and educational level in employees, extensive existence of theveterinary drugs overdoes, less standard archives record of veterinary drugs use,scarce knowledge of withdrawal time, the existence of misunderstanding during thechoice of veterinary drugs, improper way of preserving the veterinary drugs.Supervision department of the veterinary drugs use in Xinxiang has acquired agreat success in the supervision team constructions by means of reforming departmentin recent years. But influenced by the whole environment of the veterinary drugssupervision, Compared with the perfect veterinary drugs supervision of the developedcountry, a huge gap of the veterinary drugs supervision still exist between Xinxiangand the developed country, The main problems are just as: the matched normativedocuments’ shortage of the veterinary drugs use, undefined supervision responsibility,professional skills of the supervisors still need further strengthen, the lack of hardwarefacilities, supervision mechanism’s imperfection, etc. These upper declarativeproblems not only restrict the sustainable and healthy development of the aquaculture industry in Xinxiang, what’s more, can influence the whole animal food safety chainand the health of people.According to the specific requirements in the laws and regulations like“Animal Industry Act”,“Animal Epidemic Prevention Act”,“Veterinary regulations”,“usage specification of feed additive drugs”,“Food animals disabled list of veterinarydrugs and other compounds” and so on，and learning advanced experience of theveterinary drugs use from other places at home and abroad, I put forward a series ofsuggestions and countermeasures which can standardize the veterinary drugs usemanagement of Xinxiang very well. For the industry itself: reasonable industrialdevelopment, Veterinarians industry access management, Improve industry barriers toentry, Improve the staff knowledge and skills, etc. To the supervision department:Construction of form a complete set of laws and regulations, institutional reform, theimprovement of professional quality of the regulation, more regulatory powers, Theimprovement of the supervision mechanism, etc.
