The Sanjiang plain is the important commodity grain base in our country, because it has a very rich soil and water resources and environment.It provides extremely advantageous natural conditions for the large-scale development of modern agriculture.Since 1954, the country began to invest a lot of manpower and material resources and financial resources to develop the Sanjiang plain.That provides a convenience for the development of Sanjiang plain.Every year there are a lot of land was converted into fertile land and cultivated land quickly increase greatly stimulated the mining and agricultural water and domestic water consumption because of the establishment of the large number of modern, mechanized state farms.At the beginning of the development and construction of the Sanjiang plain, the surface water resources, groundwater resources are relatively abundant. Therefore, the policy of water resources of the country’s major is given priority to with flood control, drainage, to develop the construction of water conservancy facilities, to the exploitation of water resources to meet the rapid development of agricultural water demand.These policies are not comprehensive considering the development of agriculture and the surrounding water environment demand change, caused the irrigation area water environmental problems:1)98%of water of Sanjiang plain irrigation area is given priority by exploitation of groundwater, groundwater resources once excessive mining, need more long return cycle than surface water. When the groundwater resources of irrigation area are polluted by pesticide and chemical fertilizer, the pollution governance approach is very complex and difficult.2) Sanjiang plain irrigation area is very rich in groundwater resources.Due to the over-exploitation of groundwater in the irrigation area of recent decades, resulted in the irrigation area ground water level already appeared the phenomenon of water levels fall.3) The mining of water resources at Sanjiang plain irrigation area has changed the original distribution pattern of groundwater resources.Some farm appeared a strain on residential water in irrigation season,and it affected the surrounding urban water demand such as Jiamusi and Hegang.4) The ecological environment of water in the Sanjiang plain has been damaged. With the development of industry and agriculture, farm life waste water and industrial waste water emissions pollution of surface water and groundwater in the irrigation area, This led to the water pollution and decline in sanjiang plain area,the ecological environment of some primitive wetland have been greatly affected.Irrigation area occupies an irreplaceable position in agriculture irrigation and supporting social economic development.Irrigation water level data monitoring is an important part to improve the modern management level in the irrigation area.Previous irrigation water level monitoring are mostly artificial field monitoring data and the water level data is not comprehensive and not accurate enough, it’s not in real time irrigation water level data acquisition and transmission. This study will applied the technology of ultrasonic measuring water level and the technology of GPRS wireless data transmission successfully to water level monitoring system of irrigation area in the Sanjiang plain.It also design the PC monitoring software for the hydrological monitoring unit center.The main content of this paper is as follows:First of all,we should study and analysis the requirements of water level monitoring system of Sanjiang plain irrigation area and completed the integral design of the monitoring system for water level in the irrigation area.The second,design the water level data terminal acquisition module of the irrigation area and use the chip STC12C5A60S2 as main control chip micro controller,then use C language to write control program and complete water level information collection.choosing solar energy power supply module for power supply system ensured the water level data acquisition module work in the field of power supply.Choosing the water level data transmission module of GTM900 developed and designed by Huawei ensured the water level data in real time and accurate transmission to the remote monitoring center PC.Finally, complete the irrigation water monitoring center PC software development based on Visual Basic language.Software implementation of water level data display, storage and according to the real-time change of water level data is draw up the curve graph, The staff can set the upper limit and lower limit water level, When value higher than the set level, the software will sound an alarm to remind staff.
