Drought is one of the major natural disasters in China, arid it to industrial and agricultural production caused serious influence,and even affect the normal life of the people in the disaster area. Effect of drought is large,agricultural production of our country’s biggest natural disaster. Heilongjiang province is China’s major agricultural province, is one of the important commodity grain base, but agricultural drought often happens here, which is located in the western region of Heilongjiang Province, Western Songnen Plain is the most serious,agricultural drought resistant capability of the area is very weak, resulting in a significant impact on the province and even the country’s grain production and the life of the residents. Therefore, the research of capability of coping with agricultural drought on the western area of Heilongjiang Province is very urgent,9 cities is located in the western area of Heilongjiang Province in Qigihar city and as the sample, make analysis of the influencing factors of the western region of Heilongjiang Province agricultural drought resistant capability, find out the relative weak areas, and put forward the proposed, which is reasonable,feasible,and improve agricultural drought resistant capability of the area.To evaluate a region’s agricultural drought resistant capability, it would need to establish a reasonable agricultural drought resistant capability evaluation index system. The influence factors of agricultural drought resistant capability is in many aspects, the interaction of all influencing factors, the formation of agricultural drought resistant capability, must carry on the accurate evaluation, reasonable on a regional agricultural drought resistant ability, we must start from the main influence factors of agricultural drought resistance ability. On the basis of comprehensive evaluation index selection principles(representative, systematic, unity, operability, dynamic) 5 aspects were selected, hydraulic engineering, economic strength, the level of agricultural production, the natural environment, the organization to evaluate the drought resistance, in 5 aspects from the reservoir storage rate, electromechanical well number, per acre water resource quantity, effective irrigation area, farmers income per acre income, grain yield per acre, water saving irrigation rate, the area of ensure stable yields despite drought or excessive rain, drought frequency, drought area, annual precipitation, soil water storage and preservation of the farmland, the forest coverage rate, emergency organization and the number of drought irrigation rate, component evaluation index system of agricultural drought resistance ability of the region.Evaluation index is too much, the evaluation results of operations is too cumbersome, weights are too subjective which is the disadvantages of traditional evaluation methods, based on the aboveconsideration, this paper selects agricultural drought resistance ability evaluation model based on rough set theory. Rough set theory don’t need any a priori knowledge, only start from the data, to excavate the intrinsic link between the data, it is because of the characteristics of rough set theory, the evaluation results of the model are more objective. Determine the attribute reduction and weight are two core problems of the rough set, this paper uses the reduction approach based on discernibility matrix, discernibility matrix is construct discernibility function, and then by logic operations, and remove unnecessary index, reduction of the index system, which greatly reduces the amount of computation. Weight determination method used in this paper is the method of determining weights based on the importance of attributes, after removing a index system,which determines the information content is the change size of the attribute importance, the importance of attributes are normalized, then get the weight of the corresponding index. Finally, by the weight of the original data matrix after normalization and the corresponding values of matrix multiplication then get the final evaluation results.According to the evaluation results of 10 Qigihar area(county) of the agricultural drought resistant capability of sort, according to the evaluation from strong to weak distinguish three categories and analyze, According to the existing literature and local agricultural drought situation contrast, the evaluation result is basically accurate, find out the reason that drought resistance ability is weak and put forward some feasible opinion to improve the drought resistance, and it can be used as reference for decision making in the area the development of drought. Finally make a simple plan for agricultural drought resistant capability of the development direction of the future of the region.
