A Study Of The Goverment Actions On The Ecological Protection Of Chinese White Dolphin

Protecting the ecological system of Chinese White Dolphin is not only an effective way to protect marine biodiversity in the region, but also an important method to improve the local ecological environment, strengthen a city’s soft power and maintain social harmony. Therefore, it is very necessary and important to study the government actions on the protection of Chinese White Dolphin in less developed area.This paper takes the case of QinZhou City as an example. By adopting the theories of government functions and government actions, this paper maintains that the government actions on the Chinese White Dolphins protection should not just be in "management", but also in "coordination" and "service". This paper believes that the government actions on the Chinese White Dolphins protection should be categorized in four categories:Strategic Actions, Supervising Actions, Coordinating Actions and Service Actions.After examining the motivations behind local government actions, this paper believes that the realistic situations play major roles in the decision-making of the local government, making economic development highly relevant to the government’s interests, influencing the effects of the actions of supervision, coordination and service.Through the analysis of the influencing factors of the local government actions, this paper believes that the key of the government actions on the Chinese White Dolphins protection is building a correct incentive mechanism, maintaining government leading, emphasizing both "management" and "service", and combining the methods of "preserving" and "recovering". This paper has suggested and explained four aspects of the government actions on the protection of Chinese White Dolphin, which are, the decision makings with ecological responsibility, the supervisions with moderate intervention, the long-term coordination s and the diverse public services, hoping to find a effective method for the local government to participate in the Chinese White Dolphins protection.
