Study On Government Behavior In The Transformation And Upgrading Of Forestry Resource-based Cities In Heilongjiang Province

Forestry resource-based city refers to the city that USES the forest resources in the region,takes forestry processing as the leading industry,and inputs a large number of labor force in the development,production and management of forest resources.Forestry resource-based citiescontributions to China’s economic development and modernization and provides raw materials which from forestry.However,with the continuous decrease of forestry resources,the reform of economic system,the renewal of mining technology and other factors,the development of forestry resource-based industry is facing difficulties.At the same time,due to the forestry resource-based cities government in market regulation,fiscal and taxation support,investment in education and infrastructure construction of government behavior in the problems that result in the forestry resource-based cities is generally facing the planning guide does not reach the designated position,the fiscal and taxation support is not effective,coordination mechanism is not smooth,ecological environmental protection unreasonable institutional arrangement and so on a series of problems,for its future development has brought great obstacles.At present,many problems in the development of forestry resource-based cities have a great negative impact on economic development.Previously,the transformation period of forestry resource-based cities has been unable to meet the current social and economic development.Want to realize its transition instantly upgrade,otherwise forestry resource city will decline gradually.Forestry resource city is forced to enter transition upgrade period.Therefore,the transformation and upgrading of forestry resource-based cities is the right choice to avoid the decline of urban industry and realize the proper management by the government in the aspects of economy,society and ecology.In the process of transformation and upgrading of forestry resource-based cities,the key to the success of transformation and upgrading of forestry resource-based cities lies in how the government gives full play to its actions.Therefore,it is of special significance to study the government behavior in the transformation and upgrading of forestry resource-based cities.This paper takes the basic concept of forestry resource-based city and government behavior as the breakthrough point,and the three theories of new public service theory,new public management theory and circular economy theory as the support.Taking the classic resource-based cities as reference,this paper compares the similarities and differences of the transformation process of resource-based cities at home and abroad,summarizes the experience,and determines the goals and specific measures to be achieved by the government in the transformation of resource-based cities.The paper adopts the method of literary research,comparative analysis and historical comparison,mainly studies the development status of the forestry resource-based cities in Heilongjiang province.According to the current development status,it analyzes the problems of economic management,social management and ecological environment managementin the current process.And further analyze the causes of each problem.Finally,this paper proposes to optimize the government’s behavior in three aspects:economic management behavior,social management behavior and ecological management behavior.
