The Research On Government Function Of Baisha County Government In Promoting Forest Tourism Development

Forest tourism is a new type of tourism model that has emerged in recent years.It is also an important way to transform and.develop rural economy in China.It is a comprehensive leisure way that integrates the natural resources of forests,local characteristics and traditional cultural resources.This paper focuses on the specific requirements of the transformation of government functions,starting from the actual situation of forest tourism development in Baisha Li Autonomous County of Hainan Province,and conducting research by means of literature analysis,focusing on the uniqueness of academic circles at home and abroad in forest tourism and government functions.Insights indicate that there are problems in the development of forest tourism in the emergence stage,such as inadequate infrastructure,ineffective market regulation,and lack of government functions.Based on the specific problems of natural resources and forest tourism in Baisha County at the present stage,this paper analyzes various problems in terms of facilities,service supply and environmental protection in the development of forest tourism.It is clearly stated that the main reason for this is that Because the government has not played a very important role,that is,we often say that the government functions are absent,the government is offside and misplaced,and through continuous research and exploration,we find out that the local government has not implemented the problem in the process of forest tourism development.And how to transform the function to achieve breakthrough development in the new economic environment.The viewpoint of this paper is that Baisha County needs to actively change the government functions in the future development of forest tourism:First,continuously improve the government service level,improve infrastructure construction,achieve environmental protection,and improve the education and training mechanism.Second,the use of policies and regulations to regulate the location of forest tourism,the implementation of investment,the necessary capital investment,etc.,to offset the impact of adverse economic effects,in the development of Baisha County forest tourism while protecting the effective protection of forest resources and ecological environment Thirdly,through the strengthening of information construction,providing information services,propaganda and guidance,etc.to solve the problem of information asymmetry;Fourth,through the establishment of specialized institutions to manage forest tourism,to stop the destructive behavior,to carry out standardized operations Supervision,we must also establish a sound compensation mechanism to balance the interests of all parties;the fifth is to solve the problems of forest tourism management capabilities and product development by guiding relevant enterprises to operate flexibly and enhance product style,form and connotation.
