Study On Farmer Participatory Management Model Of High Efficiency Water-saving In Xinjiang

Xinjiang is a typical inland arid area. Water resources is seriously deficiency, but morethan95%is irrigated agriculture. So water saving is necessary for the sustainabledevelopment agriculture in Xinjiang, and agriculture water saving construction has madesignificantly achievement. By the end of2012, the end of high efficiency water-saving hasresearched33.5million mu. It is imperative to explore suitable for Xinjiang agriculturewater-saving irrigation operation management mode. How to make high efficiencywater-saving engineering benign operation and promote high efficiency water-savingtechnology to a high level and update the management level of development. This paperaccording to Xinjiang agriculture high efficiency water-saving management model to carryout the research.This paper based on the successful experience of some irrigation management mode athome and abroad, and analysis the mode of water user participation in irrigation management.Through to investigation advanced management mode of typical irrigation arid of Xinjiang,and comes to the conclusions as follows:Agricultural efficient water saving irrigation management on the basis of using theexperience of the management, and set up a new type of management system that wasparticipatory irrigation management. It demand the government let down rights to farmerspecialty cooperative organization. It will absorb many basic masses to participationmanagement. Greatly arouse the enthusiasm of them. The ownership of the water user set upthe sense of responsibility. Make irrigation engineering and management and maintenance,put an end to disputes over water.The management mode of “cooperative+charge of personnel” with Manas and“irrigation company+farmer water use association+water use” with Hami city and so oneight kinds of management mode of high efficiency water-saving are advance management mode. And it is worth promoting the construction of the advanced management mode.
