Due to the continuous development of human society, the survival of wild animals is facing more and more serious threat, so how to protect endangered species of wild animals is a big project. This paper discusses the rare and endangered animal whether need to special protection legislation of by literature research, comparison research, empirical research and other related methods.Take Yunnan snub-nose monkey as an example. At first, this paper researches the necessity of legislative protection of wildlife, including discusses that wildlife protection legislation in China is still flawed and research of living situation and threat of rare wildlife, the writer concludes that main threats to rare wildlife can only handled by law, proving that special legislative protection for wildlife is necessary. The second, this paper researches the feasibility of special protection legislation, including researches the legislative purpose of the wildlife protection law, and discusses the legal basis of the special protection legislation, and references wildlife protection laws of the others countries, concluded that the special protection legislation of wildlife is feasible in our country. In the end, this paper proposed eight suggestions to perfect the special protection legislation of wildlife, the suggestions including clear the legislative purpose, determine the competent department of protection, to set up the buffer zone near the wildlife habitat, strengthen the contact of population, improve rangers’ payment and ability, introduction of social capital and intensify the illegal punishment.Through above three parts, this paper clarifies that special protection legislation is necessary and feasible, and provides reference for further legislation or research.
