The Henan province is located in the hinterland of the central plains, and the north and south climate transition zone, so the common agricultural meteorological disasters, such as drought and flood wind, which have a great impact on agricultural production in Henan province. In recent years, with the development of global warming and temperatures generally increasing, Henan province has become one of the areas of agricultural drought frequency is highest and drought has become the greatest interference factor of grain yield. Therefore, as a main grain producing area, Henan Province does a good job of crop drought assessment work related to a series of major issues, such as food security, economic construction, and social stability and so on.With the vigorous development of computer technology and network technology, the world has stepped into the age of big data. The rise of the new technologies of data mining, the Internet of things, cloud computing and other promotes application of GIS technology in various industries, especially the Web GIS technology Integrating GIS and network in one which has become a hot field of GIS. Web data mining technology develops the data collection, especially the real-time meteorological data collection which provides a convenient and quick way. Web GIS technology in spatial data analysis, data visualization and so on has a broad application,which provides decision-making service for the construction of agricultural information, and a strong technical support for the farmland drought evaluation system.This paper designs a set of farmland drought analysis and evaluation system, which based on JavaScript technology and ArcGIS Server framework. First, this paper analyses the current situation of farmland drought at home and abroad, introduces the related concepts of farmland drought, and proposes the roadmap of system development, information technology platform framework and key technologies; Secondly this paper expands the demand analysis to the system of farmland drought, and then designs the system in detail, which including the system overall framework design, function module design, database design; Finally this paper develops a system to achieve farmland drought evaluation of Henan Province,and the evaluation of the application. The main results of the paper are as follows:(1) The article analyses the main research methods and current development of farmland drought evaluation home and abroad, puts forward the key technologies in analysis and evaluation system development farmland drought used, which mainly including: Network data collection technique, Web GIS technique, visualization modeling technique.(2) The article establishes a drought evaluation model for wheat, corn, rice three kinds of crops, through the analysis the growth characteristic of winter wheat,summer corn, rice of Henan Province and geographical climate factors of planting area, the article determines the use of soil moisture prediction, regression analysis, precipitation from the equal number and many different drought evaluation methods to establish evaluation model, establishes the farmland drought evaluation index to implement the farmland drought prediction.(3) The article completes feasibility and needs analysis of the farmland drought evaluation system in Henan, which expounding system implementation feasibility from the technical, economic, and other aspects of the operation system respectively, and analyzing the system business requirements, data requirements and functional requirements in detail.(4) The article proposes the overall design of Henan Province farmland drought evaluation system based on the system requirements analysis, which including the overall system framework design, system function module design and detailed design of the database.(5) The article develops evaluation system platform of farmland drought, which mainly achieving real-time meteorological data acquisition functions, meteorological data query capabilities, integrated farmland drought evaluation model, to provide the data of meteorological collection and farmland drought analysis for the systems business application platform.(6) The article conducts a case study of Henan Province farmland drought evaluation systems business application platform. Business application platform follows the B/S three-tier architecture,to achieve data storage, visual modeling thematic map, map service call and map browsing operation function of client for real-time analysis and evaluation of agricultural drought,which providing scientific and technological support for the government management and agricultural production.
