The amount of agricultural water consumption was the largest in the water consumption of each industry in China, while the irrigation water consumption of rice was the highest in agricultural water consumption. The traditional flooding intensified the contradiction between the shortage of water resources,does not meet the requirements of social development. The water consumption of rice in many areas is far higher than the effective water demand, so the water-saving potential of rice is huge. On the other hand, due to excessive irrigation in paddy field, waterlogging ability is insufficient, a direct result of a large number of paddy field drainage, fertilizer and pesticide subsequently lost and diffusion, causing serious pollution of rivers and lakes, rich nutrition is serious, the spread of Alternanthera philoxeroides, water hyacinth,water quality deterioration, serious impact on rural water environment. It can be seen that the rice water pollution control is the urgent need to solve a technical problem.This paper around the rice control irrigation and drainage of the rice control irrigation and drainage test and the WinSRFR surface irrigation software simulation analysis, obtained paddy control under conditions of irrigation and drainage in optimization of lattice field specifications and irrigation technique parameters, specific results are as follows:(1) Using the tube measurement of greenhouse irrigation experiment, on the rice yield in different treatments were analyzed, obtained suitable upper bounds for the saturated moisture content of rice field water, green-tillering stage in the field of water suitable lower limit for the saturated water content of 50%, jointing and pregnancy stage field moisture suitable lower limit saturated moisture content of 60%, milk-ripening stage in the field of water suitable lower limit for saturated water content of 50%. When the ridge was 20cm, the irrigation amount of water paddy field was about 60% of the conventional shallow wet regulation irrigation technology, the water-saving effect was obvious, and the output of the water was increased slightly. In water supply and drainage, the controlled irrigation and controlled drainage drainage pattern with the increase of the ridge height decreases, the ridge reaching a height of 20 cm basically no drainage.(2) The WinSRFR surface irrigation system of different types of soil of farmland irrigation simulation, plots of different designs and specifications and into the field of flow. In the sandy loam soil, whether in the field flow for 50l/s、60l/s、70l/s、80l/s、90l/s、or 1001/s and plots allowed length is 200m; in loam soil conditions,when the flow into the field of 50l/s and 60l/s、100 1/s,the plots allowed length 250m into the field of flow 70l/s、80 l/s、90l/s, plots allowed length of 200m, in the clay loam and clay under the condition,the plots allowed length is 250m.(3) From the cost of agricultural machinery and the field of construction investment, compared to 80m、200m and 250m long economic field. The results show that 200m long plots and 250m long field respectively is 80m long plots reduced the cost of 35.31%、42.78%;250m plots than 200m plots to save the cost of 11.55%.
