The water conservancy project construction of Heilongjiang Province started from the last century fifty’s, after 1980 the rapid development, has become a system of farmland drainage project, has been greatly improved. The traditional farmland waterlogging area governance is separated from the irrigation and drainage ditches, in recent years, vigorously develop the paddy planting in Heilongjiang Province, with rice waterlogging, such as the orig inal waterlogged area dry land into paddy field, need a new set of irrigation canal system, area is bound to increase. People use the original channel irrigation in the production practice, the low water level can not be self to the field, often use the small water pump, increased operating costs. Combined with the drainage channel is a new design pattern used in recent years, the pattern of you can save land and the volume of work, improve the utilization of water resources, reduce the cost to a certain ex tent, guarantee the irrigation irrigation requirements to a more economical way. This model in part in drought irrigation improvement in Heilongjiang Province In the application, but there has been no detailed design process and a more complete calculation method.With the Nierji, completion of the continuous construction of two rivers and one lake most of irrigation area canal head, the imminent implementation of the irrigation canal system construction, how to study advantages and applicability of du al-use irrigation and drainage ditch from the angle of theory and practice and solve key problems for irrigation and drainage combined with channel design and research is imminent.Based on field engineering in Lindian Irrigation District in Heilongjiang P rovince as an example, proposed three different canal system planning, the specific contents include: a conventional arrangement, bucket, separate the design of agricultural drainage by irrigation and drainage system; scheme two: bucket, agricultural irrig ation and drainage canal by dual channel design, and to the same scheme; three fighting, agricultural irrigation and drainage canal by dual channel design, reverse flow of irrigation and drainage. According to the three kinds of layout scheme, solving ditch flow, water level, water conservancy and other important indicators of factors, and the corresponding canal building index; and analyze the various factors affecting the superiority of the scheme. By using the analytic hierarchy process from impact facto r screening the higher the weight index as the final evaluation index system, the evaluation of three kinds of scheme of projection pursuit model based on accelerating genetic algorithm, to determine the optimal project layout scheme. The results show that the experiment Combined with scheme II said of irrigation and drainage from the occupation of the land area, project investment and maintenance management, is superior to the traditional gravity irrigation mode, combined with irrigation and drainage than traditional irrigation and drainage separate layout more economical, reasonable, strong practicability. It also shows that the accuracy and feasibility of the evaluation method.Anyway, this research summarized in Heilongjiang Province has built irrigation canal system construction experience based on by scientific theories and methods, from the investment costs, construction conditions, management measures, ecological landscaping four aspects analysis, using analytic hierarchy process(AHP) and raga-ppc model which combines the theories and methods of project evaluation, the optimal the optimal project. This study in strengthening the construction of channels, improve canal irrigation and drainage capacity at the same time, will also irrigation construction, improve irrigation and drainage function put forward a new train of thought.
