The effective coefficient of irrigation water used in the farmlands is an importanat norm to measure the status of farmland irrigation projects, the degree of popularity of water-saving irrigation technology and the water management level, it is also an index to assess the implementation of the most stringent water management system,on the other hand,it is the prospective target of" the primary measure of national economic and social development in the Twelfth Five-Year Plan of People’s Republic of China ". So carrying out the estimating work about the effective coefficient of irrigation water used in the farmland and water-saving irrigation technology has important significance.In this paper, I choose typical irrigations of Daishan county, Zhejiang Province as the research objects, using theoretical analysis and test methods of field survey, sticking to the principle of combining theory with practice,we have a more in-depth analysis the level of development status influencing factors and corresponding countermeasures of water using for irrigation in the island city, we get the data and relevant conclusions through literature review, technical testing, comparative analysis and analyzes.At the same time,I put forward a corresponding to increase the effective use of irrigation water level. So it can provide reference and basis to guide the island city about water-saving irrigation development for some relevant departments. The main conclusions are as follows:(1) After investigations,it shows that the island irrigations lack of irrigation water, and irrigation facilities have poor managements, so the relevant departments need to get attention and take action.(2) According to the effective use of coefficients corresponding to the typical island Irrigation Water estimating,it shows that some of the island Irrigation water use has reached a high level, close to0.7, but due to geographic regions, lack of water for irrigation, water-saving potential is still huge.(3) Irrigation terrain of the island is relatively complex, irrigation systems layout difficultily, and storage facilities have a relatively small capacity.(4) For efficient water-saving irrigation, Irrigation island can be appropriately increased the proportion of micro-sprinkler irrigation technology, tube feeding, etc, and develop efficient water-saving agriculture.
