Therefore, One of the important contents of quality cotton base construction in Xinjiang is that high standard water-saving cotton construction project that the core is demonstration of water-saving irrigation technology. Through many years of high-quality cotton base construction, the construction scale of water-saving standards in Xinjiang Cotton Field is expanding, and the output and quality of cotton greatly improved, it has an important impact on increased the income of farmers and improved the ecological environment.Agricultural water-saving irrigation project is an important basis project for water resources sustainable development, the article was conducted to analysis and evaluation the feasibility of the scheme of this project, and choose a variety of programmes to make scientific evaluation.At the same time, the article was conducted to analysis and evaluated economic benefit, social benefit, ecological benefit and risk factors of the project, and proof the necessity and possibility of the water-saving irrigation projects, and maximum extent avoid the risk and improve the investment benefit, and to provide the decision-making basis for feasibility and construction of the project.The article was conducted to comprehensive analysis the Selection method of cotton water-saving irrigation, which take the construction of the Water saving irrigation project of National Crop seed in Xinjiang for example, and index evaluate the economic benefit, social benefit, ecological benefit and risk factors of the project, it obtained the following conclusions:1. The article was conducted to analysis and evaluate of the feasibility, economic benefits, social benefits and ecological benefits of National crop protospecies field, It is considered that the project is reasonable, technically is feasible and it has a good ecological effect. At the same time, The article was conducted to evaluate the risk factors of the project, and take the measures that it can reply the risk when it appeared.2. The investment amount of the project is moderate, and the investment structure of the construction project is reasonable, and it has a remarkable role of impetus and guidance, and has a certain social and economic benefits. The project of break-even point is 49.42%, it indicated that the project adaptability is stronger,and has a certain ability to resist risk. the net income per acre that according the current market supply and purchase price that after the project is complete and implement which can increase 668 yuan, when it compared with the original irrigation method.3. The article through analysis the feasibility of National crop protospecies field, and study the new choice, new direction and technology of the cotton water-saving, and comprehensive evaluation of the advantages and disadvantages of the cotton water-saving. To the feasibility of the technology scheme, irrigation methods, equipment selection, etc to establish a quantitative and qualitative evaluation method, through the analysis of project feasibility scheme, the selection of a variety of solutions to make a scientific evaluation.
