The Problems And Countermeasures Of Animal Health Supervision In Luojiang District

In recent years, food safety incidents take place constantly, such as sudan red, melamine event and other events, which had affect human health. In order to improve safety and health of animal food, promote sustained and healthy development of animal husbandry, it is necessary to strengthen the animal health supervision work, punish the illegal activities. At present, there are some problems in animal health supervision work in Luojiang district. The emphasis of this paper is to survey and analyse these problems, compare the difference of the animal health supervision between home and abroad, as well as put forward improving measures to animal health supervision work of Luojiang district, and aim at strengthening the animal health supervision work, improving the work level.Several mathods were used to survey and analyse the problems in animal health supervision work in Luojiang district:1. The relevant documents about animal health supervision at home and abroad were consulted; 2. The differences of management system, model, technology and other aspects in animal health supervision and law enforcement were compared; 3. The existing problems in animal health supervision in Luojiang district were investigated and analysed; 4. Aiming at these problems, the corresponding measures were suggested.The investigations and analyses show that the present main problems of animal health supervision in Luojiang district are as follows:the matchable system of animal health law is imperfect, there is a lack of found and law enforcement officials, law enforcement is not standardized and law enforcement environment not ideal, the problems of supervision in circulation and markets were distinctive, the harmless treatment of died livestock and poultry were not strictly executed, etc.Five suggestions were proposed aiming at these problems:1. Strengthening the construction of law enforcement officials, improving the personnel quality; 2. Carrying out supervision system strictly, standardizing law enforcement behavio; 3. Establishing scientific mechanism to ensure finance funds; 4. Establishing responsibility system, improving the law enforcement quality; 5. Enhancing the propaganda, optimizating law enforcement environment.
