In recent years,food safety incidents happened frequently,especially in animal source food safety,such as the great impact of the sick poultry processing events,etc.These animal-derived food safety incidents have had a negative impact on the daily life of our people,the daily operation of society and the rapid economic development.In order to stabilize the development of aquaculture,cover the animal epidemic prevention work in place,and further protect animal-based food safety and public health safety,play the better role of animal health supervision and law enforcement,It's an urgent task to perfect the animal health supervision and law enforcement system in line with the international standards currently.Animal health supervision and law enforcement means in the process of animal epidemic prevention supervision and inspection of the epidemic prevention activities of animals and animal products in the production and operation of other agencies and individuals associated with animal epidemic prevention activities.According to the analysis of the current situation of animal health supervision and law enforcement in S district of N City,it is found that the animal health supervision is not fully put into place,which is main problem existing in animal health supervision in S District of N City.It mainly manifested in the quarantine of animals and animal products are not fully in place,lacking of accordance with the rules of quarantine,animal and animal products involved in the safety management of the transport and other aspects of the supervision,and the supervision on the harmless treatment of disease animals and animal products is not in place,especially the lack of supervision on the detoxification of animals such as poultry,cats,dogs,and animal clinics,which is outstanding in the animal veterinary medicine regardless of human use of veterinary drugs,and the practicing veterinary staff is not in place and so on.There are many reasons for the existence of the above problems.First,the law enforcement authority is unknown and the functions of various departments are interdependent,resulting in the push of the law enforcement process.Second,the relevant laws and regulations on animal health are not perfect,and the policies and implementing rules are not adequate.There is a blind spot in law and the law enforcement officers are not sufficiently based on law enforcement.Third,the construction of law enforcement team is not enough,and lack of law enforcement officers,quality is also not high enough,the law enforcement does not match,seriously affecting the quality of law enforcement.Fourth,thelack of law enforcement facilities,only the basic law enforcement facilities,the lack of rapid,portable and efficient law enforcement facilities,can't meet the law enforcement needs.Fifth,violent laws are used by law enforcement officials to obstruct law enforcement,which increases the difficulty of animal health supervision and law enforcement.Therefore,animal health supervision and law enforcement can be improved from the following aspects: First,to clarify the animal health supervision and law enforcement management system,to further clarify the authority of various departments to form independent animal health supervision and management system in avoidance of cross-functional gaps and gaps.Second,to improve animal health supervision and law enforcement laws and avoid legal blind spots,supporting the corresponding implementation details,which ensure law enforcement and livestock practitioners have law to follow.Third,the construction of law enforcement team is not enough,and lack of law enforcement officers,quality is also not high enough,the law enforcement does not match,seriously affecting the quality of law enforcement.Fourth,to further improve the quality of supervision and law enforcement of animal health,strictly enforce the law enforcement process,innovate the means and ways of law enforcement,give full play to the role of animal health supervision departments,crack down on animal health lawbreakers and safeguard animal health and safety.Fifth,to step up education for animal health by the public and relevant practitioners,popularize animal health knowledge and laws in the society,and lay a solid foundation for effectively carrying out animal health supervision and law enforcement.
