Yellow River irrigation area played an important role for our country agriculture development in ensuring food security. But, with the continuous development of Yellow River irrigation work, in the process of resources development and construction of irrigation area, also appeared a series of ecological environment problems. Such as Yellow River irrigation growing imbalance between supply and demand of water resources, soil erosion is serious, soil salinity, sediment problems is still grim, all kinds of ecological environment problems, etc. These problems can be solved very well, is the future can continue to lower Yellow River irrigation is the key to healthy development. Based on the large Yellow River irrigation area on the lower reaches of the Yellow River-XiaoKaiHe Yellow River irrigation area as an example, in full consideration in the irrigation area within the scope of all kinds of efficient utilization of natural resources and ecological environment and healthy development of the relationship between, on the basis of a comprehensive system of irrigation area water resources and the carrying capacity of land resources and rational, economic and efficient utilization of water and soil resources and optimize configuration, explore the Yellow River irrigation area water and soil resources and other effective strategies for the sustainable development and utilization of natural resources, to the healthy development of the Yellow River irrigation area has important guiding significance. In this paper, the results main conclusions are as follows:(1) According to the results of the XiaoKaiHe irrigation area water resources supply and demand balance analysis of irrigation area water resources carrying capacity was evaluated, the level of the water supply assurance rate was 50% and 50%, the water resources bearing capacity index is below 1, basic can meet the demand of the development of the irrigation area; In the level of the water supply assurance rate of 95%, water resources bearing capacity index is higher than 1, beyond the carrying capacity of water resources, the development of the irrigation area water severely restricted.(2) XiaoKaiHe irrigation water resources optimal allocation model is established, the analysis of the distribution of the different water supply reliability cases each user of water, the results showed that the level of the water supply assurance rate 50%, supply amount is 267.5 million m3 including industry, agriculture, city life and ecological water use were 0.1,2.3,0.2, and 0.076 million m3; Water supply reliability under the 75% level, supply amount is 2.252 million m3,including industry, agriculture, city life and ecological water use were 0.1,1.9,0.2, and 0.052 million m3; Water supply reliability under the 95% level, supply amount is 189 million m3, including industry, agriculture, city life and ecological water use were 0.1,1.56,0.2 and 003 million m3. Provide decision basis for irrigation area in the future to expand the scale of production.(3) Based on the analysis of XiaoKaiHe irrigation area actual bearing capac’of land resources and population bearing capacity prediction, on the basis of future by adopting the method of optimal allocation of land use level model, established the irrigation area of land use zoning optimized structure model, simulation to calculate the optimized concrete quantitative index of various types of land. Results show that compared with the present situation of land use, the optimized cultivated land, garden land, forest land, grassland and water conservancy facilities, land and transportation land increased to some extent,5.32% increase in land, most residents in industrial and mining land and unused land area decreased, unused 7.94%, shows that the optimized configuration scheme to further improve the degree of land use, development and utilization of the unused land becomes next development direction of optimizing the allocation of land resources in the irrigation area.(4) The Yellow River irrigation area water and soil resources and other effective strategies for the sustainable development and utilization of natural resources are proposed. Countermeasures of sustainable utilization of water resources including: accelerate the reform of form a complete set of irrigated areas and water conservation, improve the modern management level, formulate scientific water diversion water distribution system, and promote modernization of water-saving irrigation technology, etc.; Land resource sustainable utilization countermeasures include:control population growth, relieve contradiction of population and land, to protect arable land, ensure the total arable land dynamic balance, increase agricultural material input, improve agricultural production conditions, improving the land output, establishing resource conservation agriculture, improve the comprehensive benefit of land, etc.
