Water is the source of life,the foundational natural resource,controlling factors of strategic economic resources and ecological environmental control factors,the emergence and development of human society has a close relation with water.In recent years,whether from the value of "quality" or "quantity",the lack of water resourcesi china is an indisputable fact.Coupled with china is a big agricultural country,the basic agricultural irrigation occupies a large share of water resources.It has seriously hampered the development of china's industry.Since the 21 st century,the rapin rising of energy industry in Northwest China has made a great contribution to economic growth,however,the traditional agriculture production efficiency is not high,squeeze the water space of modern industry,bring the water dispute between the department.With the destruction of ecological environment and human activities,the amount of water resources that can be used in nature are becoming less and less,will undoubtedly exacerbated the contradiction of water consumption.Water right conversion is an effective method to alleviate the shortage of industrial water.Since2000 China embarked on water rights conversion project,the south bank of the Yellow River Irrigation District Erodos completed a water right transfer project in2007,converted from 130 million Cubic metre.To some extend alleviated the water problem Ordos City stage of industrial development.But with the country Hohhot-Baotou-Ordos region”HBE” body economic regionalization,“One Belt On Road” strategies put forward,over the next 20 years,the development of a strong driving force in the region,more intense on water resources.Paper discussion the irrigation rotation irrigation mode,studies the regional water resources optimal allocation model and the method,put forward the scheme of agricultural waterdisplacement,the results show that the scheme can save irrigation water 50 million m3,provide water to support new projects for industrial water,supporting regional economic rapid economic and social development.The main results of the research are as follows:(1)Collection the basic information of economic social development and the industrial and agricultural production water uses,analysis department coordination,reveals the main problems of regional water.(2)With the water level of the irrigation area status quo,reference region development plan,to adjust planting structure in the irrigation area.Forecast the water demand in 2020 and 2030,at the same time,considering the development and utilization of brackish water potential,basis on this,to analysis the water resources supply and demand balance.(3)To support the development of new industrial projects in the industrial park.accelerate the economic development.put forward in the south bank of gravity irrigation area between different irrigation field implementation system of rotational irrigation.It can be saved at least 50 million m3 water every year,points out the effects of rotational irrigation scheme for irrigation area.(4)With the aim of social,economic and environmental comprehensive benefit,combining with the characteristics of different departments with water and consider water quality,building model and solve it by using particle swarm optimization-ant colony optimization(PSO-ACO),From the results,the water allocation scheme of the rotation flow system can meet the requirements of roll out 50 million mwater.then make recommendations for follow-up to the parties to manage.
