Hilly-gully Region on the Loess Plateau is one of the most serious soil erosion areas, extremely fragile ecological environment, and the main source area of the Yellow River sediment. Water and soil conservation dam system is an effective and versatile measures for governance Loess Hilly Region of soil erosion and reducing into the yellow sediment, improving water use efficiency and the ecological environment. Dam system has an important position in the ecological construction in Loess Plateau.Wudianbula Watershed at Hangjin County has been taken for example, using the analytic hierarchy method and fuzzy comprehensive evaluation method, analyzing the characteristics of watershed location and soil erosion as based, through the dam system investigation field surveys and farmers, to build small Watershed benefits analysis of evaluation criteria. And the evaluation criteria have been taken at WuDianbula watershed to analyze ecological, social and economic be.Small watershed is the cradle of basin, The geological characteristics and land use status determines the basin runoff, matrix. At the same time in small watershed ecological condition and ecological level also affects the development of agricultural production and national economy in the region, especially in small watershed soil loss will have an adverse impact on the local comprehensive ecological and economic benefits, to the local people’s production and life bring inconvenience. In order to promote the development of soil and water conservation Erdos City Hangjinqi, the soil and water loss is the most comprehensive management of soil erosion in Hilly and gully region seriously into the ecological construction overall development planning in small watershed as a unit, building on the integrated management of the main, combined with the local economic development and land use planning, ecological measures of soil and water conservation scientific and reasonable configuration, form a comprehensive system of prevention and control effectively,nefits, comprehensive that after the construction of the dam system, the benefits significant. Thus determine the status and role of small Watersheds construction in the comprehensive management of the Loess Plateau, provides a theoretical basis for Construction of Dam System in Small Watershed in future.
