Mechanized conservation tillage technology is a farming technology which needs to cover the surface with a large number of straw residues, reduce tillage to only guarantee seed germination, and mainly uses pesticides to control weeds, plant diseases and insect pests. Its core lies in the fact that the adoption of reduced tillage, no-till and deep loosening technology replaces the traditional plowing, rotary tillage, and uses the fallow crop rotation, straw mulching and other way to improve the ability of soil conservation, relieve the runoff, erosion and farmland ecological problems, such as dust. Since the mechanization conservation tillage technology popularizes in Jilin province, the farmers are limited in the education level, traditional farming ideas and the economic factors. Their cognitive degree of technology is low, adoption is weaker. Technology popularization degree is inferior to other provinces. This makes the promotion face multiple block, and slightly slow promotion process.Farmers are the implementation subjects of the agricultural technology, any the final adoption of the agricultural technology depends on farmer’s cognition of the technology and the adoption of acts. This paper embarks from the perspective of farmers, uses the theory of planned behavior(TPB) as the theoretical basis, and the structural equation model(SEM) as the statistical data model to carry on the statistical data research, finally analyses the psychological factors that affect the corn farmer’s cognition and adoption of the mechanized conservation tillage technology which the core is no-till seeding and straw returned. On this basis, the paper built suitability evaluation index system of mechanized conservation tillage technology based on the perspective of farmers in Jilin province using the analytic hierarchy process(AHP), determined the relative importance of key technical indicators weight, and quantitated contribution of each index in the process of agricultural technology.The paper, using the theory of planned behavior(TPB) as the foundation, put forward six hypotheses, 23 design problems and investigated 227 corn farmers. The paper finally found the factors that affected the farmers to adopt mechanized conservation tillage technology were attitude, perceived behavior control, subjective norm and prospective earning.The paper built the mechanized conservation tillage technology suitability evaluation index system based on the perspective of farmers in Jilin province. It made the system as the Destination Layer, the ecological benefit, economic benefit and social benefit as the criterion layer and Set up 17 indicators. Finally the paper concluded the top five indicators which affect the target layer, in turn, was the effect of preventing plant diseases and insect pests in the grass, crop growth, farmers’ per capita income, survival rate of seedlings and the degree of mechanization. The inductive conclusion was that farmers preferred dominant visible technology advantage compared to the recessive invisible technology advantage; and farmers payed more attention to the weak link of the mechanized conservation tillage technology compared with technology advantage in terms of stability.The paper integrated the empirical and theoretical research of many scholars, based on the actual research and presented mechanized conservation tillage technology popularization suggestion in conformity with the practical situation of Jilin province. It filled in soft science research blank of the mechanized conservation tillage technology popularization in Jilin province, and put forward a new direction and new ideas for the further promotion of technical work.It would be the theory support of mechanized conservation tillage technology popularization in the future.
