Aiming at the problems that the serious over exploitation of groundwater, water resources in tension in Alxa Left Banner, field experiment was conducted at Xinitaohaigazha villiage, Bayanhaote town. water-saving irrigation technique, irrigation schedule, water-fertilizer coupling and combination appropriate for millet were studied. Millet water production function was also got through potted plant under rain shelter greenhouse. The main conclusions are as follows:(1) The method of contrast experiment with random plot arrangement was used. Six kinds of irrigation technology were set, respectively drip irrigation under mulch, outdoor drip irrigation, micro irrigation under mulch, outdoor micro drip irrigation, pipe irrigation under mulch add furrow irrigation and outdoor pipe irrigation add furrow irrigation, each set to a less water (150m3/667m2), medium water (250m3/667m2) and high water (350m/667m2) level. Drip irrigation under mulch is the most appropriate technique for its’ highest water use efficiency compared with others through field real-time observation and analysis of millet’s physiological indexes and growth characters. Drip irrigation under mulch with medium water lever is the most appropriate irrigation schedule for its feasible water production efficiency and water use efficiency, so the suitable irrigation quota for millet is 250m3/667m2 which has great significance to local planting.(2) Outdoor drip irrigation was set with less, medium, and high three water lever and low, middle and maximum three fertilizer lever. The most appropriate combination is 250m3/667m2 irrigation quota with 18.40kg/667m2.(3) The water production function of millet was got through potted plant under rain shelter greenhouse. The heading jointing stage is critical to millet’s growth for the biggest sensitive index and great impact on yield and the next stage is jointing stage. The water deficit on yield is relatively large at jointing stage and jointing stage.
