Heilongjiang province is a major grain producing in China rice is one of the main grain crop in Heilongjiang province. There is less water resource in Heilongjiang province. Heilongjiang belong to Semi arid and semi humid area. water resource The contradiction between supply and demand getting hard day by day. Nearly years because of unreason apply fertilizer due to Environmental pollution also getting hard day by day. How to deal with this situation combination reason apply fertilizer and irrigation to get better economic and environmental benefits become the most important thing to Heilongjiang that keep agriculture sustainable development. Through control irrigation, get higher Water use efficiency and reason apply fertilizer not only get the target that keep agriculture sustainable development. But slow down impact of Environmental pollution because of unreason apply fertilizer.Experiment take Rice of Longqingdao second as Material Science at Irrigation experiment station of Qianan of Suihua city. Take different level of The water content of soil Phosphate fertilizer and Potassium fertilizer. Compare among different situation and Influence of coupling of water and fertilizer on Water consumption regularity, Water use efficiency, Tiller, Plant height,Leaf area and Yield at the whole Growth period. building system of Water production function,Grey model, Analysis Water consumption of each Growth period. Through system of Grey model to Real time monitoring the Growth of rice. Get the Conclusion:(1) Through analysis Rice Growth traits in different Growth period find out different Soil moisture, Phosphorus and potassium fertilizer and different factor Coupling have different effect in Height, tiller number. Put Soil moisture high in reason have good effect on Height, tiller number.But too much of Phosphate fertilizer and Potassium fertilizer would not bring well Rice of Growth traits. At situation of the same of Consumption of Potassium fertilizer, The different of Tiller between Text 7(The water content of soil 80%, Phosphate fertilizer 75 kg/hm2) and text 10(Thewater content of soil 70%, Phosphate fertilizer 0 kg/hm2) would get max at mid of the period of Tiller, and at the last of the period of Tiller will get Stable.(2)Through analysis system of Water use efficiency, found water and Fertilizer have effect on Water use efficiency. Soil moisture> potassium fertilizer> Phosphorus fertilizer. overuse of Soil moisture have a bad effect on Water use efficiency. Through find best model finding best Combination of water and Fertilizer at best of Water use efficiency: Soil moisture 75%,Phosphorus fertilizer 155.5kg/hm2, potassium fertilizer 129kg/hm2. Through Jensen model found Degree of sensitivity of Water deficit at each Growth period. To make sure that critical period of water requirement to put higher Water use efficiency.(3)Through analysis system of Rice yield, Soil moisture> potassium fertilizer> Phosphorus fertilizer.Coupling of Soil moisture and Phosphorus fertilizer.coupling of Soil moisture and potassium fertilizer and coupling of potassium fertilizer and Phosphorus fertilizer have a good effect on Rice yield. Overuse of Soil moisture and Phosphorus fertilizer have a bad effect on Rice yield Through find best model finding best Combination of water and Fertilizer at best of Rice yield: Soil moisture70%, potassium fertilizer95kg/hm2.Phosphorus fertilizer100kg/hm2.
