A Study On The Building Of Urban Community Health Services Capacity In Xiamen

ObjectiveBy studying the community health service capability and its influencing factors inXiamen, the present study raised political suggestions on improving the communityhealth service capability. The suggestions are supposed to efficiently make the healthresources to be reasonably allocated, so that most patients would be served tocommunity health service institutions, and the medical costs could be reduced, andsubsequently have the “hard and expensive to see a doctor” problem solved.Additionally, the “six in one” function of community health service institutions is tobe completed, in order that prevention of disease could be applied and the health ofpeople could be advanced. Finally, the burden on large hospitals, the government, andthe society shall be decreased, and the healthy development of the society would bedone.ContentsAnalysis of the community health service capability in Xiamen; major influencingfactors on community health service institutions; summarized evaluation onconstructions of community health service capability; achievements and problems inthe constructions of community health service capability; and political suggestions onincreasing community health service capability.MethodsQuestionnaire on community health service capability in Xiamen was designedaccording to literatures. The basic community health service capability in Xiamen was significantlyimproved.B. The number of community health service personnel declined substantially, with thequalities elevated constantly.C. The infrastructure and equipment of community health service were improvedconstantly.D. The financial investment was increased substantially.E. The supporting policies, core system, and informationization of the constructionsof community health service capability were completed constantly.2. ProblemsA. The basic community health service capability was still weak.B. The human resource of community health service personnel was of shortage and oflow quality.C. The development of the community health service center imbalance.Conclusion and ProspectIn recent years, with the government’s financial investment increased, the communityhealth service infrastructure and equipment continue to improve, the basic healthservice capability in Xiamen city increased. However, compared with the increasinghealth demand, the basic health services capability still slightly obviously insufficient,need further improvement. Integrated current problems, we should do:A. The human resource of community health service should be enhanced.The community training policies should be completed and the continuing educationsystem should be enhanced. Talented persons should be imported to improve thedistribution of educational experience and technical title in the community. Theintegrated management of the hospital and the community should be enhanced. Theethical idea of medical doctors and students should be improved.B. The duty of the government departments should be enhanced.The financial investment should be increased, while the quota and usage of thefinancial investment in every level should be clear. Effective monitoring mechanismshould be established to ensure the effective implementation of health polices. Thecontrol level should be elevated to facilitate the integration of resources.
