August1950, the first session of the National Health Conferenceheld in Beijing. The conference established" unity of Traditional Chinese Medicine (TCM) and Western Medicine"as one of the three-health policy, put forward the general principles of the essence of TCM and Western Medicine essentially. As early as in the revolutionary era the health practice of the revolutionary base areas, the Chinese Communist Party (CCP) explored how to deal with the relationship between TCM and Western Medicine, and gradually formed a set of effective measures. The legacy of the early days of the revolution summarized as "unity of TCM and Western Medicinepolicy. This paper collects a large number of relevant historicalliterature, including paper and electronic materials, and then depth study, organize, summarize to the collected historical, reviews the CCP health practice for22years, combing the "unity of TCM and Western Medicine" policy formation historical formation process, thus deepening the understanding of this principle.Land revolution period, due to the revolutionary base of the CCP leadership by The Kuomintang armed enveloped and blockaded. Under the extremely difficult medical environment at that time,"Using Both TCM and Western Medicines", hadprotected the health of base soldiers and citizens, and made major contributionsto the victory of the revolution. The end of the long march to the middle of the Anti-Japanese War, CCP continued to use the policy of land revolution "Using Both TCM and Western Medicines" and attached importance to develop theimportant role of TCMplayingin Revolution Health Work. Such as establishing pharmaceutical factoryto develop TCMPreparations, organizing TCM doctors to launch medical care and epidemicprevention."the theory of New Democracy", was the sign ofCCP’s comprehensive thinking aboutChinese Revolution, and also stipulated the new democratic culture must be "national, scientific and popular".Thus, CCP proposed the Health Policy of "cooperation of TCM and Western Medicine", and specifically as "TCMscientific" and "Western Medicine popularization". After the1944Educational Conference of The Shensi Kansu NINGSIA border region,the border region explored the unity and cooperation of Western Medicine and TCM, establishedTCM and Western Medicine research institutions to carry out academic research and exchange. The "cooperation of TCM and Western Medicine" policy that pioneered by The Shensi Kansu NINGSIA border regionestablishedthe keynote of the relationship between TCM and Western Medicine, and was the summary and development "Using Both TCM and Western Medicines" policy’s which is the development of the"using Chinese and western medicine" policy. The other bases imitated this policy one by one. This policy also affected the formulationof TCM policy in the early years of the new nation.In the early days after foundation, facing the heavy medical and health work tasks and the status of the medical staff of extreme shortage, on the basis of summarizing the past22years health work, fully considering the national conditions, the CCP leaders had repeatedly emphasized the importance of unity of TCM and Western Medicine.After a lot of research and discussion of the first session of the National Health Conference,"unity of TCM and Western Medicine" was eventually established as one of the three new Chinese health policies."Unity of TCM and Western Medicine" policy isthe result of the comprehensive summary of the Chinese Communist revolution in health care practicebefore the founding of New Chinese, and is the right policy formulated after the CCP combining the situation of China at that time. In fact, quite a long period of time before and after October1949, the basic conditions that pinch of the modern medicine human resources is no change. Based on this situation, the mainpart of the health work must be the unity and cooperation of TCM and Western Medicine. Give full play to the role of Chinese medicine, that to be able to solve the health care needs of the masses.
