Responsibility And Service Criterion Of Primary Medical And Health Institutions In Chongqing

In2009,"Opinions on Deepening the Medical and Health SystemReform" passed by the State Council clearly put forward the establishmentof primary medical and health system covering both urban and ruralresidents. From2009to2011, the “Five Key Reforms” requires to improvethe primary medical and health system. In2012, the State Council issued“the Twelfth Five Year Plan for deepening medical and health systemreform and implementation" requires to consolidate and improve the newoperation mechanism, continue to expand the effect of reform and improvethe service capacity in primary medical and health institutions. Primarymedical and health institutions is the main part to implement the primarymedical and health system and undertake medical and health services tourban and rural residents safely, effectively, conveniently, and cheaply. Thedualistic structure in Chongqing is quite obvious, and in such specialcircumstances, how to improve the service quality management of primarymedical and health institutions is the task of top priority. Therefore, it hasimportant theoretical and practical significance to analyze current situationof service quality management in primary medical and health institution ofChongqing, find out the existing problems, and then explore to establishingservice criterion of primary medical and health institutions.Firstly, for providing theoretical reference for foundation of thisreserch, we analyzed the basic situation of domestic and foreign medical service quality management. Then through summarizing service qualitymanagement in primary medical and health institutions of Chongqing, andqualitative and quantitative investigations in8institutions, we foundfollowing problems: the quality of the medical staff is poor and serviceability is insufficient; post setting and job responsibilities are not clear;service criterion and performance assessment is not implemented. Bylearning from successful experience, and analyzing the service qualitymanagement of primary medical and health institutions at home and abroad,combined with actual situation in Chongqing, this research proposedfollowing suggestions: increasing the financial input and hardware facilities,improving service system of primary medical and health institutions,setting up post and responsibility clearly, improving level of medicaltechnical personnel, and establishing service criterion and improving theperformance assessment system of primary medical and health institutions.
