Research On Capacity Building Of Rural Primary Medical And Health Services In Shangqiu City

Medical and health care is the basic guarantee for people's life,health and safety.China's rural population is large and the foundation of medical and health services is weak,so the capacity of rural medical and health services has become the top priority in the development of basic medical services in China.As a large agricultural country,China's urban and rural development level is unbalanced,especially in the medical and health industry.In the development of rural grassroots medical and health undertakings,there are unbalanced resource allocation,including shortage of funds,lack of personnel,old equipment,etc.,which restricts the development of basic medical and health undertakings in China to a great extent,and the health and safety of rural residents cannot be fully guaranteed.In recent years,with the deepening of the national medical reform and the continuous development and improvement of the equalization of basic public health services,the problems restricting the development of basic medical services in China have also been greatly improved.Despite the macro-control of national policies and the vigorous input of resource allocation,the rural primary medical service capacity has been significantly improved,but there are still many problems to be solved in the process of equalization.In this paper,the rural primary health care services in Shangqiu City are taken as the object,and the existing problems and development countermeasures of rural basic health care services are studied.Through the investigation of the present situation of rural primary health care services in Shangqiu City,this paper finds that there are the following problems in the construction of rural primary health care services in Shangqiu City:(1)the public financial input is not in place;The tertiary health service network needs to be strengthened;Rural grassroots medical and health practitioners are relatively scarce;Low awareness of the functions and nature of rural primary health care institutions;Problems such as insufficient information construction.The reasons are mainly composed of three parts: policy orientation,financial funds and talent structure,which are embodied in the lack of guarantee of special funds for public health,the vague management of the three-level medical and health service system,the inflexible application mechanism of public health managers,the inadequate publicity of service functions,and the lack of attention to the construction of medical and health information.Through the analysis of the above reasons,combined with the development status of rural primary health care services in Shangqiu City,this paper improves the rural health care service capacity in Shangqiu City from the aspects of government management,talent team construction,introduction of social public welfare,strengthening system construction and health information platform construction,and puts forward some measures such as giving full play to the role of the government,optimizing the environment of employees,improving the participation of the public,perfecting the three-level health care service system,and exerting the information function.
