The New Rural Cooperative Medical Research Funding Mechanisms

The new rural cooperative medical system is a policy benefiting the people and amajor move that the party and the state solve the problem of high expense anddifficulties in medicine. Since the pilot ran,It has achieved the expected results. Itbrings the gospel to the health of farmers and alleviates the phenomenon of povertydue to illness. However, there are some more or less system or man-made factors inthe process of implementation, such as the low proportion of the new ruralcooperative medical system.Moreover,reimbursement generally refers tohospitalization. The burden of medical problems of farmers can not be solvedfundamentally. The economic base determines the superstructure, so this is mainlybecause of lack of funds, financing obstacles and unsound financing mechanism.Therefore,the financing problem of the new rural cooperative medical systembecomes the priority among priorities the construction of the new rural cooperativemedical system without doubt.Now, the new rural cooperative medical system development has encountered abottleneck that is capital problem. To make the new rural cooperative medical systemstable and sustained, we need a stable source of funds as a strong rear security.Therefore, to establish and perfect the financing mechanism is not only the first workat present, but also the precondition of the healthy operation and the first key point ofsustainable development of the new rural cooperative medical system. The new ruralcooperative medical financing mechanism has given the pilot operation, it also canrun according to the normal track. But there are still many problems which need to beimproved quickly.Based on the public financial theory, the relevant insurance principle, andmedical insurance theory, this paper attempts to explore how to raise efficiently, andputs forward some suggestions for improvement. Adopting the method of statisticalanalysis and comparative analysis, the literature analysis, we evaluate the reality ofthe NCMS funding operation; then we analyses the problems existing in the principlesof financing, sources of funding, efficiency, service and related protection measuresand so on; what’s more, we summarize the domestic and overseas workingexperience and put forward development direction on the basis of the status ofimplementation at present of our country in this aspect; finally, on the base ofdomestic and foreign successful experience, we put forward measures for improvement in the construction of our country, in order to promote the developmentof China’s new rural cooperative medical service.
