Catastrophic health spending has been one of the important reasons for our families back into poverty. Our social protection of minors has been in the main of "family security" for a long time. Once the children suffered from a serious illness, not only the poor families could not afford the high cost of treatment, the ordinary families could not afford it,either. In fact, since the health care reform of 1998, minors were excluded from health insurance. It required the government to carry out childhood leukemia, congenital heart disease and other major diseases child health care points, as well as the establishment of the child illness relief work mechanism which involved "government support, community involvement, charitable organizations operate." After that, the Ministry of Health issued the file named "The advice to carry out the level of major diseases, improve health care for rural children to protect the pilot’s view". But in terms of the institutional level or practical point of view, there are still many places of our minor catastrophic medical insurance system need to be improved.This paper introduces the research background, significance, review and other literature. Second, the definition of the relevant concepts and theoretical basis of this paper, were on the "minor illness", "Social Security Theory welfarism" and explain the core concepts and theory, the theoretical foundation for later discussion. Again, introduces our current catastrophic health care insurance minors profiles and existing problems. In addition, due to Singapore, Japan, Germany three countries and our health insurance system all have similarities, so I introduced the characteristics of these three countries minors medical insurance system and enlightenment to our country. Finally, summarize the foregoing discussion, come to specific measures for health care of minors. These measures build on the existing health insurance system for minors on the basis of our high feasibility, there are insights and author certain significance.
