Since 2009, National essential medicine system has been implemented smoothlyin our country and has achieved some success. However, in the concrete implementation process of basic-level medical health institution, also exposed some system defects and resulted the different consequences because of regional differences. These deficiencies seriously affected the ability that the basic-level medical health institution provide the public health services, but also hindered the continued process of medical and health system reform in our country.On the basis of the investigation in baotou city, analyzing the problems in the implementation of the national essential medicine system, because of system itself and regional differences,phenomenons be Caused such as short supply of essential drugs,"drugs to support medical","reverse the drug procurement process"etal.Put forward the reasonable suggestions,maintaining the people’s right to obtain essential drugs.In public management, political science, economics point of view, with depth analysis the problems of implementing national essential medicine systemin baotou,in order to investigate the root cause.Lastly, by learning the excellent experience of essential medicine system form foreign, this paper put forward the safeguard measures of basic drugs to suit for the basic-level medical health institution of Baotou city, strengthen the city and flag county government’s leading role, speed up the related medical health system reform, promote the rational use of essential drugs inthe basic-level medical health institution, to some extent perfect the national essential medicine system.
