| Objective: The study by the County Chinese Medicine Hospitals of Traditional Chinese Medicine service capacity situation survey in Hubei Province, comprehensive evaluation of Hubei County Chinese Medicine Hospitals of Traditional Chinese Medicine ability level of service,to understand their ability situations,to explore and analyze the principal factors and reasons of impacting County Chinese Medicine Hospitals of Traditional Chinese Medicine Service Capacity Building, putting forward feasible suggestions targeted to enhance service capabilities County Chinese Medicine Hospitals of Traditional Chinese Medicine and providing reference for decision-making administrative department of health, in order to achieve the purpose of "promote the quintessence of traditional Chinese medicine for the benefit of people’s health".Methods:In this study, applying a typical sampling method, depending on the level of economic development of the County of Hubei Province, from different development types of regions each select two County Chinese Medicine Hospitals(three third Chinese Medicine Hospitals,three secondary Chinese Medicine Hospitals) for the surveies.Investigation mainly includes the scale of development of County Chinese Medicine Hospitals, the launch and availability of pharmaceutical services business, Chinese medicine services revenues and expenditures, and collect and use the data of China Health Statistics Yearbook, Yearbook of Chinese Medicine, Hubei Provincial Health Statistics Annual Data and Development Yearbook, Hubei Province official statistics website. Applying the method of combining qualitative and quantitative research to discuss and analyze Hubei County Chinese Medicine Hospitals of Traditional Chinese Medicine service capacity development.Using descriptive statistics on the status quo of Chinese medicine service capabilities counties in Hubei Province and County Chinese Medicine Hospitals described analysis; Using AHP to evaluate comprehensively County Chinese Medicine Hospitals of Traditional Chinese Medicine service capability and sorted according to the degree of impact evaluation, combined with the ability to describe the current situations of Chinese medicine service level analysis of the main reasons.Results(1)Status Description: 2013 six County Chinese medicine hospitals with TCM characteristic diagnostic equipment 217 units, worth 44.77 million yuan, accounting for 19.39% of the total value of medical equipment; business houses will occupy small proportion of the total area of the building, only 74%, including two top three hospitals accounted for only 62% of the area of business premises; average every county has prepared hospital of 575 beds, the actual open beds 517.83, which may be restricted business houses; a total of TraditionalChinese Medicine staff 707 people, accounting for 28.94% of the total health workers, including senior medical staff accounted for 21.92% of the total staff of Chinese medicine, Chinese medicine practitioners categories(assistant) accounted for practicing physicians(assistant) ratio of 58.41% total physician, does not meet the national secondary Chinese medicine hospitals accreditation standards(≧ 60%); 2013 Chinese medicine outpatient clinic visits were 36.69% of the total number, the total income of 195,957,300 yuan medicine, accounting for 29.68% of revenue, which most Chinese characteristics, two types of herbal medicine and Chinese medicine, only 16% and 3% of hospital drug income, the financial subsidy income accounted for only 7.04% of revenue.(2)The extent of the impact indicators: Depending on the size of index weight value, 20 indicators will impact from strong to weak be divided into five categories, the proportion of senior medical staff in the first place, is the primary impact indicators. Chinese experts by outpatient proportion of total outpatient visits were followed, medical equipment TCM characteristic the gross value of the proportion of medical equipment, the number of TCM characteristic diagnostic equipment, the number of Chinese medicine physician category, the number of professional and technical personnel medicine, TCM characteristic several key specialties, homemade several varieties of Chinese medicine, Chinese medicine treatment techniques to carry out the number of items are the main impact indicators County Chinese medicine hospitals of Traditional Chinese Medicine service capabilities.(3)Composite score: 100 divided out, Hubei County Chinese medicine hospitals of Traditional Chinese Medicine service capabilitiescomposite score was only 51.84 points. According to the comprehensive evaluation index(GI) can be County Chinese medicine hospitals of Traditional Chinese Medicine service capabilities into high, medium and low grade levels, GI> 60 for high-level, 50≤GI≤60 for horizontal, GI <50 is low. Six county Chinese medicine hospitals surveyed, only a comprehensive evaluation of the level of hospital medicine service capabilities as well, there are three mid-level(50%), there are two low level, accounting for 33%. Chinese medicine hospitals service capabilities with the highest scores(its overall score is 62.32) is the lowest score(scoring 44.55) of 1.4 times.Conclusions & suggestions: Hubei Province county Chinese medicine hospitals of Traditional Chinese Medicine service capability has a solid foundation, but still relatively weak, mostly living in low(overall score of 51.84), need to be further improved, and counties in Hubei Chinese medicine hospitals of Traditional Chinese Medicine service intervals ability there is a big gap, uneven development. Mainly due to:(1) traditional Chinese medicine is more a lack of human resources, distribution unreasonable;(2) Chinese medicine services is not high, low utilization;(3) Chinese medicine services infrastructure in poor condition, the size of the imbalance in development;(4) lack of government financial input, resulting in an imbalance in the development of Western medicine.For these cases, we recommend the following aspects: First, to increase the support efforts to capacity of this service of County Chinese medicine hospitals which are relatively weak, gradually narrowing the gap between facilities and service capabilities of Chinese medicine hospitals between counties and districts; Second, to strengthen the introduction and cultivation of high-level talent medicine,Chinese medicine hospitals in the county to increase the proportion of the medical staff at the same time, to strengthen the medical staff training and continuing education to improve their medical skills, capabilities and education levels of TCM; Third, actively improve Chinese medical services, strengthen the characteristics and advantages of traditional Chinese medicine(TCM outstanding advantages such as disease, strengthen the construction of key specialty of traditional Chinese medicine(special disease)), in order to enhance the core competitiveness County Chinese medicine hospitals. |
