In recent years,because of Institutional adjustment, the Armed Police Force Hospital face new opportunities and challenges,Formal preparation of hospital human resources has been difficult to adapt to the Hospital of the Armed Police Force and the rapid and sustainable development,even affects and constraints the normal operation of the Hospital of the Armed Police Force,and a large number of external local person is increasingly becoming an important force of the Armed Police Force Hospital. The level of operation,personal properties,quality and performance of work directly affect the overall performance of the hospital. Objectively, Special institutional atmosphere and the unique "identity" of external persons of the Armed Police Force Hospital will affect the external personnel management, External personnel management issues have become increasingly prominent in the Armed Police Force Hospital,To focus on this problem is not only a new era,an important part of the Armed Police Force Hospital Human Resource Management,but also a guarantee of the development of external persons,It is related to the harmonious and continuable development of the Hospital of the Armed Police Force,so it should be arouse our attention.In this thesis, by using the theories and methods of Human Resource Management,systems engineering,psychology,sociology,and investigating and having an informal discussion with nearly 100 staff members who come from the various departments of the Armed Police Corps Hospital of Henan,we analyze the actuality of the management of the external personnel of the Armed Police Force Hospital,then grasp the problems existed in the management;and reveal the key aspects of the human resources management of the external personnel of the Armed Police Force Hospital,at last, we try to build a series of strategies to the external personnel management,in order to provide the theory and practice of the external personnel management at all levels of the Armed Police Force Hospital.The thesis is divided into four parts:Part I: We mainly expound the research background, significance, research methods and ideas.Part II: We systematically expound the theory of human resource management,then expound the definition,composing and characters of human resource management about the legionary Hospital.Part III: This part we study the pratice of the external personnel management in Armed Police Corps Hospital of Henan,and design questionnaires. Then we analyze the existing problems in the management of external personnel by combining with practical conclusions and analysis.Part IV: We build a external personnel management system in different levels of Armed Police Force Hospital.
