| Objective:This thesis in order to find and analyze the problems in the protection of the medical treatment in the township hospitals, through investigation and contras among the several cities’ status quo of radiation protection and supervision in the diagnosis and inspection of X ray in the township hospitals. This thesis will put forward countermeasures and proposals and provide the basis for making measures and policies of the local health, publicity and education, and health supervision as well.Methods:The data of the survey comes from the Radiation health Research Group of primary health care institutions, which funded by National Health and Family Planning Commission.Research object: This study carried on the whole group sampling of 6 cities’ towns health centers, and investigated a total of 395 township hospitals in 6 cities. The study grouped them according to those cities’ GDP in 2013. Economically more developed regions(A): Suzhou, Jiangsu Province, 94, Dalian, Liaoning Province, 78, Shaoxing Province, Zhejiang City, 78. General economic regions(B): Yichang, Hubei Province, 69, Quzhou, Zhejiang Province, 42, Heihe, Heilongjiang Province, 34.Research content: In this study investigated the basic situation, personnel basis, technical condition, equipment status, personnel protection, workplace inspection, supervision and inspection, and the status quo of radiological health protection and supervision.Results:Basic situationThe rate of township hospitals which hold license of radiological diagnosis and treatment was 74.5%. The rate of township hospitals which own machine room is 95.4%. The operation rate of perspective format is lower than X-ray. The rate of township hospitals which hold radiological diagnosis and treatment license located in economically developed areas is higher than those located in general economic areas. So are the status of the equipment quantity and Patients. According to every ten thousand population, the number of township hospitals in the economically developed areas is lower than that of the general economic areas.StaffingThe proportion of the professional technical personnel in the township hospitals is 85.8%. The professional technical personnel in the developed areas and the level of education are higher than those of the general economic areas.Protection of radiation therapyThe machine room setting rate of township hospitals is 95.4%. Compared with the developed area, the machine room setting rate is higher than that of the general economic areas. The patient protection articles’ setting rate of township hospitals is 87.7%. The patient protection articles’ using rate is 84.3%. The companion of patient protection articles’ using rate is 69.1%. The irrelevant persons’ retention rate is 4.6%. The more economically developed areas have the higher rate than the general economic areas in patient protection articles owning, patient protection articles using and companion of patient protection articles using. The forcing use rate of the patient protection articles is 28.1%. The recommended use rate is 57.2%. The patient protection articles’ hanging rate is 50.3%. The more economically developed areas have the higher rates than the general economic areas in forcing use rate and recommended use rate of the patient protection articles.Specification of workplaceThe rate of township hospitals’ warning tag setting is 92.7%. The rate of work indicator setting is 90.4%. The rate of cluttered machine room is 9.6%. The rate of specialized place setting for protection articles is 67.3%. The knowledge board setting rate is 58.7%. The waiting areas for patients setting rate is 68.9%. The more economically developed areas are better than the general economic areas in the aspects above.The detection rate of equipment protection and performance is 91.1%, and the rate of doing this job every year is 84.1%. The detection rate of workplace protection and performance is 92.2%, and the rate of doing this job every year is 88.1%. Better economic development areas, equipment and places of the protection and detection of the situation is better, also can do it every year.Protection of radiological diagnosisFor the special patient, the rate of reasonable judgment is 68.1%. The qualified rate of irradiation area adjustment is 86.1%. The proportion of the re-film is 1.34%, which is due to technical reasons or accidental factors. Compared with the developed areas, the diagnosis and protection of the economy is better than that of the general economic areas.Conclusion:The number of township hospitals cannot meet the needs of population and economic development. The radio diagnosis and radio therapy license holder rate failed to reach 100%. Lack of equipments in the township hospitals, it is difficult to meet the needs of the people to see a doctor. Professional and technical personnel are on a low level in economic general areas. There are also problems in the radiological protection: X- ray examination failed to be done in the different rooms. The rate of forcing use protection articles is not high. The way of hanging protection articles is not popular. The situation of equipment and place of the protection and detection is generally good. The less developed cities failed to do the annual detection. The validity and optimization principles of radiological diagnosis failed to be obeyed. The frequency of supervision and inspection is not high.Through strengthening the hardware configuration of township hospitals, the township hospitals can be standardized constructed. It’s important to strengthen the main responsibility of township hospitals, improve the level of self-regulation, strengthen the training of the stuff, strengthen the propaganda of radiation protection of the patients, improve the talent incentive mechanism, promote the standardization management of radiation treatment in township hospitals, increase health supervision and law enforcement efforts, increase personnel preparation, and standardize the industry management... |
