Avian-human influenza is the high incidence of zoonosis which caused serious threat to life and health, huge economic losses to the poultry industry, serious endangering food security and social stability in China. The government introduced prevention and control policies for response to avian-human influenza outbreak effectively. Using the literature research and interview method,this paper focuses on the prevention and control policy for eradicated avian-human influenza of Guangdong province,analyses the epidemiological characteristics and harmfulness of avian-human influenza, summarizes the three-stage evolution of “Stamping-out policy”, the policy of live poultry market closure, “ Marketing fresh policy ”. And then using the comprehensive analytical framework of Lindblom’s incremental decision-making model and John Kindon’s multiple-streams theory to analyze the evolutionary logic of the whole and key policy process separately. The study found that prevention and control objects, contents and effects which on the process of prevention and control policy for eradicated avian-human influenza highlight the characteristics of incremental decision-making model. Driven by the government-led stakeholder to achieve the coupling of problem, political, policy,economic, technical streams when the problem window opened, thus promoted the evolution of prevention and control policy orderly for eradicated avian-human influenza.
