This paper aims to study Yu Deyuan, a famous Ningxia-born minister of Qing dynasty,and to give a comprehensive research of his life. There is nofurther and systematic research on this subject in academia now. The paper presents acomprehensive and objective research on Yu Deyuan’s family background, his family’sexperience on imperial examinations and his political achievements, as well as hisadministrative thought and his social circle. To presents the study of Yu Deyuan, the text ofthis paper is divided into4chapters as follows:Chapter1: Yu Deyuan’s family background and his family’s experience on imperialexamination. In this chapter, a research of Yu Deyuan’s family background (including hisprogenitors, peers, his sons and nephews and his grandchildren) and their experience onimperial examinations is presented. The text of this chapter shows the rise and decline ofYu’s family. It also shows the tough experience of Yu Deyuan for he tried two decades toget in the scholars.Chapter2: Yu Deyuan’s achievements in his official career. Yu served as an officer inJiangsu province for nearly20years and made tremendous achievements in his officialcareer. In this chapter, a systematic study of Yu’s achievements as an officer in ways suchas his proper judgments for legal cases, his deep concern about education, his love for thepeople (including disaster relief, building ancestral temple, prompting benefices andabolishing drawbacks) and his participation in “Three Major Government Affairs inSoutheast”(including river engineering project, the water transportation of grain and saltadministration)Chapter3: Yu Deyuan’s administrative thought. Yu Deyuan was appreciated by TaoShu and Li Zexu, so he took part in the reform of “Three Major Government Affairs inSoutheast”. On the basis of previous experience, he proposed his own thoughts on thewater transportation of grain, salt administration and sea transportation. He participated inthe sea transportation in the year1826and wrote The Affairs of Exchange and NewTransportation and Unaccomplished Affairs of Sea Transportation. These books provide us new historical materials for the study of the first sea transportation of Daoguang reign. Thefocal point of this chapter is the study of Yu Deyuan’s thought of salt administration, hissuggestion of salt manufacturing back to saltworks and prohibition of illegal salt.Chapter4: Yu Deyuan’s social circle. In this chapter, some important people in YuDeyuan’s social circle are listed and summarized in4aspects including high level officials,the person who took the imperial examination the same year with him, hisfellows in officialdom and local celebrities.This summary pIn short, through the study of Yu Deyuan’s life and achievements, thepaper lays foundation for us to the deeper research of Yu Deyuan. It also provides somematerial for a better study of Chin-Shih Group of Qing dynasty in Ningxia.rovides usmaterial for a deeper understanding of Yu Deyuan’s thought.
