It is in the public eye that Hmong of Western Hunan had "banditry" problem, however in modern times, this case has been having its transition, especially in the Anti-Japanese War, the Nationalist government, intellectuals and even the unrest participants themselves, had this attempt to put "bandit" power into patriotic battle effectiveness, they have tried various ways to make the easy-to-form social element of "bandit" factor that hidden in Western Hunan the minimum, and they have shifted out of the negative treatment of exterminated and isolation-based mode, so, this scenario is completely different from any dynasty imperial period. However, in the process of the public transition from Hmong of Western Hunan to the war mobilization, there were still different identities chosen from the other regions, namely how the identity of national minorities will be equipped with the perspective of "Chinese nation", and how is long-term closed survival way of life is to presenting the "Nation presence" at the grassroots of society.In view of the considerable fruitful research of the Anti-Japanese War mobilization of Chinese Communist Party, this paper attempts to expound the scene of social mobilization by the Hmong of Western Hunan during the war from the other three aspects. On the analysis of background, the first chapter points out that the historical problems had not been solved and there was aftermath remained through combing the content of multiple levels of reasons of the unrest for the period of Hmong of Western Hunan imperial, and in the meanwhile sums up the social basis reasons in this area that people can be mobilized. The second chapter will focus on the problem of how the intellectuals in the leather chariot event could mobilize themselves under the dilemma of difficult people’s livelihood and multiple circumscribed control of the government, and ultimately accomplished the transformation from the identity of "rebellion bandits" to the Japanese exteriors state power. Through the discourse and communication of the intellectual circles, the third chapter examines how the Western Hunan related intellectuals and medium could promote the fighting mobilization on the spiritual level from putting the relatively traditional, closed Hmong into a "State" and "Nation" in the presence of the living environment. The fourth chapter will analysis the social mobilization from the perspective of the provincial government, for the representatives of leather chariot military, intellectuals are ultimately contact with the government, the author will focus on analyzing Western Hunan’s two different models of governance of the two period of the government respectively leading by Hejian and Zhang Zhizhong, to break though the long-formed negative judgment of Hejian in academia, the author thinks that a lot of political legacies will pass from Hejian period government to Zhang Zhizhong period government, it was only some flexibility on the issue of the severity or simplicity, but there was inheritance in denial, thus would push the war mobilization of Hmong of Western Hunan to a new high.The conclusion of this paper is:mobilization is valid when the "nationalism" is combined with "civil rights" and "people", and mobilization form different levels of groups will all move around these three elements for expanding, but there are different focuses between each other. Government plays the leading role on all issues of mobilizations, and if the "Three People’s Principles" is practiced effectively becomes the most important part of the mobilization process.
