Cultural tourism is a form of tourism for tourists to gain spiritual culture, cultural knowledge, experience and enjoy cultural atmosphere through seeing and experiencing the destinations of religious culture, secular culture, folk culture, history and culture, language and culture, commercial culture and other cultural forms.As one of China’s first14open coastal cities, Wenzhou is the central city of the economic area on west side of the Straits and Zhejiang provincial historical and cultural city. Yandang Mountain scenic area and Nanxi River scenic area are the two most famous scenic areas in Wenzhou. They contain a world geological park, national key scenic areas, national5A/4A class tourist areas, National Forest Park, and so on. But at present, Yandang Mountain and Nanxi River scenic area focus on tourist products of landscape viewing with relatively short in variety of tourism products. With the improvement and increased cultural qualities of living level of people, the traditional sightseeing can not meet people’s demand for the quality of tourism. Tourists have more and more intense cultural demand on tourism, because cultural tourism meets tourists’demand to understand the different cultures, becoming a tourist attention and one of the future hot spots of Yandang Mountain and Nanxi River tourism.This paper discusses the main points and insufficiency of the existing research literature on cultural tourism of Yandang Mountain and Nanxi River tourism at home and abroad, analyzing their differences in premise, concept, connotation, and deductive logic of cultural tourism. Then it explores the complex mapping relation between cultural resources and tourism product development from clues of cultural tourism and tourism culture. Based on the previous study, it uses the cultural tourism resources of Yandang Mountain and Nanxi River,(including landscape culture, religious culture, red culture, folk culture, the ancient village culture, celebrity culture, film and TV culture etc.) as the object. Aiming to optimize "Yan Nan" cultural tourism development and operational level, it proposes the overall thought, tasks, principles and specific measures for defining "Yan Nan" cultural tourism development to solve the core issue faced by "Yan Nan" cultural tourism. The main arguments of this paper are as follows:(1) the difference between tourism culture and culture tourism is:tourism culture research focuses more on studying social phenomenon, psychological change and ethical aspects of tourists during tourism; cultural tourism research tend to develop and study tourism products with cultural temperament.(2) the value of cultural tourism development lies in developing tourist destination’s culture and rich tourism product variety of the destination.(3) the rich cultural resources of "Yan Nan" can be classified into7aspects including landscape culture, religious culture, red culture, folk culture, the ancient village culture, celebrity culture, film and television culture. Different types of resources have corresponding different types of development mode.(4) the core problem of "Yan Nan" cultural tourism is lack of specialized cultural tourism products and few tourism lines; cultural tourism brand construction is lagging behind; the protection consciousness in developing cultural tourism resources is weak.(5) the overall thought of "Yan Nan" cultural tourism development is: establishing a cultural tourism development and management system, promoting regional cooperation of different areas and scenic spots, increasing capital investment in infrastructure improvement, speeding up the construction of cultural tourism brand, enhancing cultural tourism publicity and correctly handling the relationship between cultural tourism product development and ecological environment protection.(6)"Yan Nan "cultural tourism development should aim to improve the quality of tourism products, increase the number of cultural tourism products and promote the reform of cultural tourism product structure, which are the necessary principle.(7)"Yan Nan" cultural tourism product development includes the upgrade of its existing tourism products such as religious and cultural tourism, red tourism, and ancient village tourism. Second, it needs to design new cultural tourism products in four aspects including Yongjia School Culture Museum, large-scale cultural tourist resorts, movie and TV bases, hotels with Ou cuisine culture. Third, it should integrate and develop cultural tourism products of these two spots. Xu Tao footprint, Buddha travel, red memory, ancient village roots and Jin Yong television are the5new culture tourism routes to be developed.From the perspective of promoting tourism in Wenzhou, the integrated development of "Yan Nan" cultural tourism will be the most important opportunity for Wenzhou to become a "regional tourism central city" to promote Southwest Zhejiang, impact Shanghai, Zhejiang, Jiangxi and Fujian, and influence Southeast Asia.
