Roosevelt’s "New Deal" is an period during which the American civil servicesystem has an important change. With the macro-control of the American federalgovernment on all areas of American society,such as politics, economy and culture,American government agencies expanded, the number of American civil servants grewrapidly,and the inclination of politicization of the American Civil Service alsoenhanced.The thesis is divided into three parts: introduction, body and conclusion.Introduction mainly discusses the origin and significance of thesis, the researchconditions and results of interrelated thesis among the foreign and domestic scholars,research ideas and structure of the paper.Body has three chapters.The first chapter defines that "New Deal" era is mainlyfrom the1932inauguration of President Franklin D. Roosevelt to the pass of the"Lend-Lease"in1941.After President Franklin D. Roosevelt was elected, in order to helpthe American get rid of the economic crisis as soon as possible,he promulgated a seriesof "New Deal" bill to intervene the country’s politics, economy, society and other aspectsof the whole country,at the same time, with the rapid expansion of American governmentagencies, the number of American civil servants also increased.The second chapterdiscusses the changing status of the American civil servants during Roosevelt’s "NewDeal" period.The civil servants became more knowledgeable and professional,theyparticipated in the decision-making of the government more widely,and their socialimpact also enhanced.The third chapter is the center of the thesis.With the increase of thenumber of American civil servants and the improvement of their social status,the politicalstatus of American civil servants also changes greatly.They began to break through the"political neutrality" principle which the"Pendleton Act" stipulates,the inclination ofpoliticization of the American Civil Service enhanced.Especially during the "NewDeal",politicization of the American Civil Service has two,on the one hand,presidentFranklin Roosevelt made American civil servants involve in the decision-making of thegovernment,so that the boundaries between politics and administration became blurred;on the other hand,president Franklin Roosevelt used “political patronagesystem”instead of “merit system”,by this means,he recruited a great number ofDemocrats who supported the New Deal.Their political dependence on the presidentenhanced,they openly involved in political activities,and band their drum for Democraticcandidates,it enhanced the inclination of politicization of the American Civil Service.Inthe end,the thesis analyzes the reason of the inclination of politicization of the AmericanCivil Service and its impact on American politics.The third part is the conclusion, it is the refining and the sublimation of the fulltext.Analyzing and forecasting the politicization of the American Civil Service.It pointsout that the inclination of politicization of the American Civil Service is relevant with theseperation of three powers of American political system and the development of nationalmonopoly capitalism.And with the development of American economy and society,theinclination of politicization of the American Civil Service will further enhance.
