In establishing a service-oriented government, a core task would be urging the civil servants to adhere to the people-oriented and responsible values and perform their duties with ingrained service awareness. In the transformation from control-oriented government to service-oriented government, if we expect the civil servants, who have been accustomed to the old administrative concept and model, to conform to this kind of transformation and meet the service-oriented performance requirements, their comprehensive qualities must be continuously improved on the current basis, at the same time their sense of duty, especially sense of moral duty, must be largely strengthened, so that the civil servants’ ability to perform duties can catch up with the government’s reform of administrative concepts and model.Based on "responsibility ethics" of Max Weber, this paper emphasizes that the core of civil servants’ moral responsibilities lies in that when performing their duties civil servants must hold fast to a high level of responsibility, both in consciousness and in action: facing a certain perform-duty behavior, on the one hand, before the behavior sufficient investigations and researches must be done to make sure the scientific rationality of behavior and the controllability of risks caused by that behavior; on the other hand, during the behavior civil servants should focus on the development of situation, fully respect the facts, be practical and realistic in seizing optimization and correct shortcomings timely and effectively. The responsibilities of the behavioral subjects must be persisted in throughout the behavior.With civil servants’ moral responsibilities under the perspective of service-oriented government as research object, this paper can be divided into five chapters. The first chapter includes an introduction of the reasons and significances of the research, the present situation of the related domestic and foreign researches as well as the approaches, major contents,methods and creative points of this paper. The second chapter describes the connotation, basic features and value of civil servants’ moral responsibility. The third chapter mainly analyzed the moral appeals of service-oriented government establishment to civil servants. It centered on the scientific ideas, new moral responsibility requirements to civil servants and necessities as well as possibilities of morally perform duties when building a service-oriented government. The fourth chapter analyzes the current and basic situation of civil servants to morally perform duties, added with major manifestations and causes of the absence of moral responsibility, both of them significant theoretical support and practical starting point in the research of civil servants’ responsibilities under the perspective of service-oriented government. The last chapter put forward the approaches to enhance civil servants’ moral responsibilities under the perspective of service-oriented government.
