During the closer cooperation and communication with other countries, the portcities in China have played an important role. Heihe, a port city in Heilongjiangprovince, taking its geographical advantages has successful held many specifiedconferences in different periods to discuss how to carry out more conducive methodsto promote cooperation with other countries. The author was commissioned by theForeign Office in Heihe and this translation project is a conference report of City’sTransformation and Upgrading to Foreign Cooperation Project PropulsionConference delivered by the mayor. It demonstrates how Heihe makes theadjustments on external projects in politics, economy, culture and other fields. It hasgreat significance as for introducing Heihe to foreign countries.Conference report is an instructional speech which the mayor leaders or therelated representatives make in important conferences and rally, it belongs to a kindof written government documents. Conference report is not only an important part ofthe meeting documents and the implement of conference spirit, but also a historicaldata for reference. Translation studies of conference report are relatively new andmostly give priority to conference reports on the work of government orinterpretation related. However, most English versions of conference reports in Chinaare translated by the Chinese translators and they are some inevitable chinglish.Although conference reports in English appear frequently, their recognition is notpopular in China. The completion of translation practice will provide multilingualtranslation and help more investors in foreign countries understand the basic situationand development prospects of Heihe. It can help Heihe carry out external publicityand gain more development opportunities.The translation practice of this text not only shows the identity of the translator,but also the love and care in the perspective of the development of hometown. Atpreparation stage before translation, the author collected the related conferencereports, summarized the commonly used vocabularies, the characteristics of vocabularies and sentences, provided a reference for constant revision and improvedthe professionalism of translation. This text will be guided by the text type theory offunctionalism school and the text analysis theory, the translation strategies offaithfulness, expressiveness and elegance are the theoretical direction duringtranslation. The translators will restore the specific translation process and sum upthe text characteristics and language characteristics of conference report. The authorwill analyze the typical problems deeply, mainly discussing how to choose theappropriate translation skills and methods in conference reports.
