Under2011the State Council issued the "State Council guidance on support to speed up the construction of Henan Central Plains Economic Zone", Henan ushered in significant opportunities to accelerate development, establishing a strategic position in the country’s reform and development, the Provincial Congress of the nine construction of new rural communities included new urbanization system, the formation of new rural communities is a new social structure, a new lifestyle, a new cultural environment, a new spirit, a new management model, it is not just community building, and more it is full of the desire to pursue a happy life, cultural life.In this paper, the construction of the new culture of rural communities in Henan Province as the research object, through the construction of new cultural status of rural communities have been built or under construction in the analysis through field research and literature studies and other methods, to further clarify the idea of the new community cultural development, based on culture protection and innovation, exploring the inevitable trend of the development of rural modernization, how to build a new community and cultural characteristics of modern civilization and the consciousness of the people of civilization, public awareness, civic awareness, awareness of laws germination, the formation of new social ideology, and ultimately foster people form a good social atmosphere, to help people establish a scientific, civilized and healthy lifestyle.The main thesis consists of five parts:The first part of the main research background, purpose and theoretical significance and practical value, introduces the ideas and methods used in this paper. The second part, by the definition of the main concepts of community cultural development, put forward a new connotation new rural communities, function and role.
