The Research Of The Status Quo And Countermeasures For Shuangliu County’s Rural Cultural Construction

Agriculture is a strategic question concerning the reform, development, social stability and healthy development of the economy. Since2002, the focus of annual central file are the issues concerning farmers, countryside and agriculture, which shows that the Chinese Party Central Committee and State Council takes the three issues concerning farmers, countryside and agriculture as their major task. Our country is the largest agriculture country in which over70%of its population is agricultural population. Nowadays, the agricultural development lags behind the development requirements of overall economic growth. The topic of the Third Plenary Session of the Seventeenth Central Committee is to invigorate the culture industry of our country and promote the prosperous development of cultural industry.18th CPC National Congress clearly put forward ideas on further strengthening cultural construction in rural areas and brings energy to economic development in rural areas by advanced culture.Based on the analysis of the relevant literatures on domestic and foreign cultural construction of agriculture, this paper conducts a survey about Shuangliu County’s cultural construction of agriculture from the following two aspects, namely, the performance of cultural functional department and farmers. After the survey, it is found that the cultural construction of agriculture in Shuangliu County has the following problems. They pay less attention on rural cultural construction in their mind, invest insufficient money on rural public culture, the cultural development of the government does not fully fulfill their functions in leading the cultural construction and the lack of professional talents in culture. At last, based on the lessons drew from the experience of rural cultural construction in other areas, the paper proposes the countermeasures and suggestions for the strengthening of rural cultural construction in Shuangliu county:transforming the culture construction functions fulfilled by the cultural department of the government, giving more economic support for the rural cultural construction while the government is making public finance budget, strengthening the cultural team construction in the rural areas, improving the quality of the staff working in rural cultural construction, promoting the rural culture industrialization development by utilizing the market mechanism.
