With the successful performance of Reform and Opening up, China has got aquite new prospect in its long history of communication with other countriesespecially with the western countries involving economy, politics, cultures, diplomacyand other important fields. Language is the important media and bridge contactingChina with those countries, therefore, edition and translation of the publicity materialsbecome quite necessary and important. This translation report is based on Taiyuan’scyclic economy development plan. The translation is about65000Chinese charactersand it includes many economy terms and sentences without subjects. The translationis translated by the author alone and lasts75days from preparation to translation. Byreviewing and analyzing the translation process as well as representative cases, thereport explores: how to achieve precision, readability, information transferring andcommunicative goals by classifying text types and applying language conversiontechniques; senses of expertise, responsibility and communication possessed bytranslators.The author reveals the goals of the translation task by analyzing the text type,function and language characteristics of the target text based on Peter Newmark’s texttypology theory and regards communicative translation theory as guidance. In order toachieve precision and fluency, the translator adopts methods like supplementation,explanation, transliteration, ellipsis and summary to guide translation of word idioms,synonymous or words repetition, politics and culture-loaded words, professionalterms and sentences without subjects.As the report reveals, a translator should not only master skilled English andChinese, rich professional glossary, excellent translation skills, and guided translationtheory, but have high sense of responsibility and communication. It is hoped that thisreport will offer some referential value for the translation in the future.
