Study On The Efficiency And Influence Factors Of Shanghai Culture Industry Based On DEA-tobit Model

Culture industry, as a rising and rewarding industry, has become a neweconomic growth point and an important pillar of the national economy. It has animportant significance to changing the way of a country’s economic growth.Recently culture industry has been defined as an important link of modern serviceindustry of Shanghai and enhanced its contribution to the regional economy. Thereexists the theoretical and realistic significance when choosing culture industry inShanghai as the research object.Based on this view,analysis the culture industry inShanghai by using the theories of industry and technological economies,then analysisthe influence of Shanghai culture industrial technical efficiency,finally to find theproblems from the root and provides policy suggestions according to the relevantconclusions.The first part of this paper is about theoretical research. First, this paperintroduces the definition and composition of culture industry and analysis the featureof every country’s composition.Then, this paper reviews relevant theories onefficiency.Choose DEA model to evaluate the efficiency of industry by analyzing aseries of efficiency evaluation methods. The second part is empirical research.First,the paper analyses the situation, developing and agglomeration features of Shanghaiculture industry. Analyses agglomeration level of Shanghai culture industry based onLocation Quotient index.Then choose BCC model that allows changeable returns toscale, labor remuneration and the original value of fixed assets as input and addedvalue and revenue as output and select ten provinces that is Shanghai, Beijing,Tianjin, Liaoning, Zhejiang, Jiangsu, Fujian, Shandong, Guangdong and Sichuan.Evaluate technical efficiency,pure technical efficiency, scale efficiency of cultureindustry from2003to2012by using DEA method. The paper is focused on analysisShanghai and do some comparison with other provinces.Finally,the paper analysisthe influential factor of culture industry in Shanghai based on macroeconomicsfactor,industrial factor(specialize level,market demand) and regional factor(culturetalent,financial support). We establish Tobit model that set technical efficiency as the dependent variable and these factors as independent variables.The third part ispromoting suggestions. On the basis of the problems and efficiency results, thispaper tries to put forward suggestions for promoting the development of Shanghaiculture industry.From the empirical results, there are following conclusions:First,efficiency of cultural industry in Shanghai is quite high and ranks amongthe top level from2003to2012.There is a less gap with the optimum level.Second, the reason for inefficiency of Shanghai culture industry is technicalefficiency and scale efficiency from2003to2012,which means Shanghai must payattention to control industrial scale and improve pure technical efficiency.Third,Shanghai culture industry has developed from increase return to scale tocrease return to scale during the past ten years.It is a sign that Shanghai shouldn’tdevelop culture industry by expand its scale but focus on abilities of managementand resources allocation.Fourth,specialization and market demand play a positive role in improvingShanghai culture industry’s efficiency,while financial support play a negative role.And culture talents and macroeconomics don’t have obviously impact on industrialefficiency.
