A Study On Local Government’s Supply Efficiency Of Public Cultural Services

Public cultural service is a field of public service that is very important to have the government’s investment to promote the development of the system of public cultural services. Since the national demonstration area of public cultural service system started, the construction has achieved remarkable results generally, but the existing problems still will have a negative impact on the achievements and processes of public cultural service system construction. Therefore, it is critical to acknowledge how to improve the efficiency of the public cultural services supply and to improve the output through policy, technology and other means, for achieving the goals of public cultural services system construction and cultural prosperity and development.The main purpose of this study is firstly to cover the research literature about public cultural service system supply efficiency evaluation, and then to summarize the rule for establishing the index system of evaluating the supply efficiency, thus to form an effective and reliable input-output evaluation index system. Based on the DEA evaluation model this is suitable for public culture supply units, we will assess the public cultural services supply efficiency of China’s31provinces (autonomous regions and municipalities directly under the central government). Secindly, we try to find out the environment variables that may have affected the efficiency, which can be mainly identified from the per capita GDP, level of education, population density and culture from four aspects. Then according to the results of calculation and the actual work of regional public cultural services supply, we will establish a regression equation based on the Tobit model to calculate the correlation coefficient of the influence factors and verify the core environmental factors affecting the efficiency. At last, we would put forward the corresponding policy recommendations based on the evaluation framework in accordance with the core elements of supply efficiency to promote the supply efficiency of public cultural services and to improve cultural undertakings, making people enjoy the very public cultural services with the high quality, high efficiency and high degree of satisfaction.
