Study On The Operation Mechanism Of Cultural Foundation

Since China’s reform and opening up, with the development of market economy and thespeeding up of globalization, great changes have taken place in China’s power structure. Socialorganizations have become the main body of national governance. Social organizations play animportant role in the area of resolving social conflicts, resources integration and promoting socialdevelopment. After redefining the relations of government, society and market, we find it isnecessary to develop the social organization and inspire social vitality constantly.As a kind of social organization, Cultural Foundation is playing an increasingly importantrole in the development of cultural undertakings and cultural industries. Because of the differenceswith government and the market in providing public products and public cultural service, CulturalFoundation has become the third force to promote the development of culture, and constantlysatisfy the people’s growing cultural needs. Meanwhile, the government began to pay attention tothe construction and management of cultural social organizations. The Third Plenary Session ofthe eighteen highlighted that we need to "encourage social forces and social capital to participatein the construction of public cultural service system, and foster cultural nonprofit organizations".Shanghai Cultural Development Foundation was founded in November1986. It is the firstdomestic regional cultural foundation. It is also the biggest cultural foundation in Shanghai.Through a variety of groundbreaking work, Shanghai Cultural Development Foundation made apositive contributionto promoting the cultural construction of Shanghai. It is known as the"booster" and "reservoir" of cultural development. Therefore, Shanghai Cultural DevelopmentFoundation is representative and typical. Under the special background and the systemenvironment of China, based on the case of Shanghai Culture Development Foundation, we study on fund-raising, capital expenditure, supervision and make reasonable suggestions for theproblems existing in the operation.This paper consists of seven parts. In chapter one, I introduce the background andsignificance of the topic. Research status, research methods and research perspectives areexpounded; in chapter two, I define the basic concept of foundation and cultural foundation; inchapter three, I introduce the history of cultural foundation in China. From the aspects of quantity,quality, distribution and information disclosure, I analyze the current situation of the culturalfoundation. At the same time, I introduce the history and development of Shanghai CultureDevelopment Foundation; in chapter four, I analyze the financing mechanism of ShanghaiCultural Development Foundation, finding out the current situation and problems of financing; inchapter five, I explore capital expenditure mechanism of Shanghai Cultural DevelopmentFoundation, discussing the current situation and problems of capital expenditure; in chapter six,from both of internal and external supervision, I analyze the supervision mechanism of theShanghai Cultural Development Foundation, exploring the status and problems of supervision; inthe last chapter, I propose the idea to solve the problems.
